5 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTONo <br /> January 16, 2018 <br /> Community Development <br /> Planning Division <br /> TITLE: APPROVAL OF FIRST AMENDMENT TO A PROFESSIONAL SERVICES <br /> AGREEMENT WITH DYETT AND BHATIA FOR $258,266, FOR TECHNICAL <br /> ANALYSIS, CEQA REVIEW AND OTHER SERVICES RELATED TO <br /> PREPARATION OF THE DOWNTOWN SPECIFIC PLAN UPDATE, FOR A <br /> NEW TOTAL CONTRACT AMOUNT OF $533,366 INCLUDING A <br /> 12 PERCENT CONTINGENCY <br /> SUMMARY <br /> In November 2016 the City Council authorized the City Manager to enter into a <br /> Professional Services Agreement with Dyett and Bhatia to prepare an update to the <br /> 2002 Downtown Specific Plan. The budget was for a total of$275,000 which included a <br /> contingency of$36,000. Use of the contingency is limited to items not included in the <br /> original scope and requires prior written approval of the City. With oversight by the <br /> Downtown Specific Plan Update Task Force that has been meeting since January 2017, <br /> work on the plan has progressed over the last 12-months. During the period of time, <br /> several tasks not included in the Scope of Work and original budget, were authorized <br /> from the contingency. <br /> With development of a preliminary preferred plan that involves mixed use (office and <br /> residential), retail, theater, hospitality, parking and public open spaces uses on the <br /> existing civic center site, technical analysis is necessary to complete the Specific Plan <br /> update. Technical analysis includes: traffic impact analysis, civil engineering analysis, <br /> noise analysis, and environmental analysis consistent with the California Environmental <br /> Quality Act (CEQA). <br /> Staff is requesting approval of an amendment to the Professional Services Agreement <br /> in the amount of$258,266 for these additional services. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute the first amendment to the Professional Services <br /> Agreement with Dyett and Bhatia to add $258,266 to the original amount of$275,000 <br /> (for a total of$533,366) for services related to the preparation of the Downtown Specific <br /> Plan Update. The additional amount includes a contingency of$27,671, or 12 percent <br /> of the additional contract amount. <br />
