THE CITY OF <br /> L£ASANTONo CITY COUNCIL AGENDA REPORT <br /> January 16, 2018 <br /> Community Development <br /> TITLE: ADOPT RESOLUTION CHANGING THE BICYCLE, PEDESTRIAN AND <br /> TRAILS COMMITTEE QUORUM TO FIVE OF NINE VOTING MEMBERS BY <br /> AMENDING RESOLUTION 10-384 <br /> SUMMARY <br /> When the Bicycle, Pedestrian and Trails Committee (BPTC) was formally established, <br /> membership was set with twelve regular members and one alternate, of which nine are <br /> voting members. However, the BPTC's authorizing Resolution 10-384 provides that: "A <br /> simple majority of the current membership shall constitute a quorum...", with a majority <br /> of the twelve members setting a quorum at seven. In practice, the non-voting members <br /> from the East Bay Regional Park District and Zone 7 Water Agency do not regularly <br /> attend. Consequently, the BPTC has occasionally been challenged to have a quorum <br /> of seven members. <br /> RECOMMENDATION <br /> At its November 25, 2017 meeting, the BPTC unanimously recommended to change its <br /> quorum to five voting members. <br /> Adopt the attached resolution amending Resolution 10-384 to change the BPTC <br /> quorum to five voting members. <br /> FINANCIAL STATEMENT <br /> This change will have no financial impact. <br />
