TO UPDATE <br /> THE COMPREHENSIVE EMERGENCY MANAGEMENT PLANS (CEMP) <br /> AND LOCAL HAZARD MITIGATION PLANS (LHMP) IN THE AMOUNT NOT <br /> TO EXCEED $70,000 <br /> SUMMARY <br /> The City Council, as part of the City Council Work Plan Priorities, identified <br /> Comprehensive Disaster Response Planning as a goal under Public Safety A specific <br /> project under this goal is updating the City's Comprehensive Disaster Response Plan <br /> (CEMP), which includes the Local Hazard Mitigation Plan (LHMP) To maximize the <br /> benefits and minimize the costs of this project, the City entered into a partnership with <br /> the City of Livermore to identify and ultimately contract with a provider who can provide <br /> the specialized skills and knowledge required of this project to update CEMP and LHMP <br /> for both Cities After an exhaustive RFP process and interviews with the top <br /> respondents, staff from both cities identified Tetra Tech Inc as the best provider Staff <br /> is recommending approval of the Professional Services Agreement, in partnership with <br /> the City of Livermore, with Tetra Tech Inc to provide the professional services to update <br /> the Comprehensive Disaster Response Plan (CEMP) and Local Hazard Mitigation Plan <br /> (LHMP) for each City <br /> RECOMMENDATION <br /> It is recommended that the City Council approve the Professional Services Agreement, <br /> in partnership with the City of Livermore, with Tetra Tech Inc to provide the professional <br /> services to update the Comprehensive Disaster Response Plan (CEMP) and Local <br /> Hazard Mitigation Plan (LHMP) for each City <br /> FINANCIAL STATEMENT <br /> The agreement has a total not-to-exceed limit of $134,000 with each City's portion <br /> expected to be roughly half, approximately $67,000 per City City share costs may vary <br /> slightly due to specific needs for each Cities plan Staff minimized the cost by <br /> partnering with the City of Livermore and utilizing Livermore-Pleasanton Fire <br /> Department staff to coordinate the agreement negotiations and facilitate the agreement <br /> implementation <br />
