THE CITY OF <br />°° CITY COUNCIL AGENDA REPORT <br />pL£ASANTON. <br />7 <br />September 20, 2016 <br />Community Development Department <br />Planning Division <br />TITLE: CONSIDER APPLICATIONS FOR: 1) REZONING OF THREE PARCELS <br />TOTALING APPROXIMATELY 31,798 SQUARE FEET FROM RM -1,500 <br />(MULTI- FAMILY RESIDENTIAL) TO PUD -HDR (PLANNED UNIT <br />DEVELOPMENT — HIGH DENSITY RESIDENTIAL) DISTRICT; 2) PUD <br />DEVELOPMENT PLAN APPROVAL TO RETAIN AND RELOCATE THE <br />EXISTING SINGLE - FAMILY RESIDENCE ON -SITE AND CONSTRUCT 10 <br />TWO -STORY TOWNHOMES AND RELATED SITE IMPROVEMENTS; 3) <br />VESTING TENTATIVE MAP APPROVAL TO SUBDIVIDE THE THREE <br />PARCELS INTO 11 RESIDENTIAL PARCELS AND ONE COMMON <br />PARCEL; AND 4) APPROVE 10 GROWTH MANAGEMENT <br />ALLOCATIONS FOR THE PROJECT LOCATED AT 536 AND 550 ST. <br />JOHN STREET AND THE VACANT PARCEL TO THE EAST OF 536 ST. <br />JOHN STREET. <br />SUMMARY <br />The applications would allow for PUD Rezoning and Development Plan approval to retain <br />and relocate the existing historic single - family home on -site and construct 10, two -story <br />townhomes and associated site improvements at 536 and 550 St. John Street and the vacant <br />parcel to the east of 536 St. John Street (for ease of reference, these three parcels are <br />referred to as 536 St. John Street, or "project site," in this report). The applications would <br />also allow the project site to be subdivided into 11 residential parcels and one common parcel <br />(Parcel A). Furthermore, the project will protect a significant historic resource and provide <br />additional Downtown housing in a way that is sensitive to the surrounding neighborhood. <br />PLANNING COMMISSION RECOMMENDATION <br />On August 24, 2016, the Planning Commission, by a 5 -0 vote, recommended approval of the <br />applications based on the findings included in the Planning Commission staff report <br />(Attachment 5) and subject to the conditions shown in Exhibit A (Attachment 1) and Exhibit <br />A.1 (Attachment 2). The Planning Commission recommended that the following PUD <br />conditions be added to Exhibit A: (1) the location and size of the historic home's detached <br />garage shall be approved by the Community Development Director; and (2) without <br />compromising the design of the townhomes, pursue an alternative roof design to allow for <br />variation in massing, subject to the review and approval of the Community Development <br />Director. <br />
