THE CITY OF 13 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTONo <br /> September 6, 2016 <br /> Community Development Department <br /> Planning Division <br /> TITLE: CONSIDER APPLICATIONS FOR: 1) CERTIFICATE OF <br /> APPROPRIATENESS TO DEMOLISH ALL EXISTING STRUCTURES; 2) <br /> REZONING OF AN APPROXIMATELY 13,040-SQUARE-FOOT SITE <br /> FROM 0 (OFFICE) TO PLANNED UNIT DEVELOPMENT — MIXED-USE <br /> (PUD-MU); 3) PUD DEVELOPMENT PLAN APPROVAL TO CONSTRUCT: <br /> A) AN APPROXIMATELY 2,229-SQUARE-FOOT, THREE-STORY MIXED- <br /> USE BUILDING WITH OFFICE/RETAIL SPACE ON THE FIRST-FLOOR <br /> AND THREE APARTMENTS ON THE SECOND- AND THIRD-FLOORS; <br /> AND B) THREE, THREE-STORY, DETACHED SINGLE-FAMILY HOMES, <br /> WITH OFFICE/RETAIL SPACE ON THE FIRST-FLOOR OF RESIDENCE 1, <br /> AND RELATED SITE IMPROVEMENTS; AND 4) APPROVE SIX GROWTH <br /> MANAGEMENT ALLOCATIONS FOR THE PROJECT LOCATED AT 4791 <br /> AUGUSTINE STREET. <br /> SUMMARY <br /> The applications would allow for the demolition of all on-site structures and PUD Rezoning <br /> and Development Plan approval to construct one, three-story mixed-use building and three, <br /> three-story single-family residences, with office/retail space on the first-floor of Residence 1, <br /> and associated site improvements. Since original submittal of an application for this project <br /> in January 2016, staff has worked closely with the applicant to revise the project to conform <br /> to the Downtown Specific Plan and Downtown Design Guidelines. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On July 13, 2016, the Planning Commission, by a 3-1 vote, recommended approval of the <br /> application based on the findings included in the Planning Commission staff report <br /> (Attachment 4) and subject to the conditions shown in Exhibit A (Attachment 1). The <br /> Planning Commission recommended that the conditions be revised to: (1) remove the words <br /> "unless otherwise approved by the City Engineer" from Condition No. 83 (pertaining to the <br /> provision of a water meter on each lot); (2) add a condition to substitute the metal siding <br /> accents with siding of a different material at the discretion of the Director of Community <br /> Development; (3) add a condition to relocate the curb cut on Augustine Street to <br /> accommodate one additional on-site parking space while preserving the two on-site heritage- <br /> sized trees; and (4) add a condition to change the bathroom of the mixed-use space in <br /> Residence 1 to remove the proposed bathtub and install a two-piece or shower configuration <br /> (to discourage the office/retail space from being used as a living space). The Planning <br /> Commission also strongly recommended the applicant install story poles prior to the City <br /> Council hearing. <br />
