THE CITY OF <br /> ••°•• �••• r'"` CITY COUNCIL AGENDA REPORT <br /> pLEASANTON, <br /> August 16, 2016 <br /> Community Development Department <br /> Planning Division <br /> TITLE: CONSIDER APPLICATIONS FOR PLANNED UNIT DEVELOPMENT <br /> (PUD) REZONING AND DEVELOPMENT PLAN TO REZONE THE <br /> PROPERTY LOCATED AT 11300 DUBLIN CANYON ROAD FROM <br /> THE A (AGRICULTURE) DISTRICT TO THE PUD-RDR-A/OS <br /> (PLANNED UNIT DEVELOPMENT — RURAL DENSITY <br /> RESIDENTIAL-AGRICULTURE/OPEN SPACE) DISTRICT TO <br /> ALLOW FOR THE CONSTRUCTION OF THREE NEW SINGLE- <br /> FAMILY RESIDENCES AND THREE SECOND UNITS; AND <br /> APPROVE THREE GROWTH MANAGEMENT ALLOCATIONS FOR <br /> THE PROJECT <br /> SUMMARY <br /> The application is for PUD Rezoning and Development Plan approval to construct three <br /> new single-family residences, three second units, and associated site improvements. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On July 13, 2016, the Planning Commission unanimously recommended approval of the <br /> application based on the findings included in the Planning Commission staff report and <br /> subject to the conditions shown in Exhibit A (Attachment 1). The Planning Commission <br /> recommended that the conditions be revised to provide further clarification on various <br /> items related to the development, including clarification on the open space easement, <br /> permitted uses on the future church parcel, as well as the use of wells on the project <br /> site. <br /> RECOMMENDATION <br /> 1. Make the PUD findings for the proposed development plan as stated in the July 13, <br /> 2016, Planning Commission staff report (pages 12-14 in Attachment 4); <br /> 2. Introduce the draft ordinance approving Case PUD-114, PUD Development Plan <br /> and Rezoning, subject to the conditions of approval, Exhibit A (Attachment 1); <br /> 3. Adopt a resolution approving the Growth Management Agreement (Attachment 2) for <br /> three growth management unit allocations (P15-0602) for the project; and <br /> 4. Find that the anticipated environmental impacts of the proposed development are <br /> adequately evaluated in the Supplemental Environmental Impact Report prepared <br /> for the 2011 Housing Element update and that none of the conditions in California <br /> Environmental Quality Act (CEQA) Guidelines Section 15162 calling for preparation <br /> of subsequent environmental review have occurred. <br />
