FINANCIAL STATEMENT <br /> The project would be expected to generate revenues to cover its costs of service. <br /> Increases in property taxes would be used to provide services, such as police and fire <br /> services for the increased demand generated by the homes. The applicant will be <br /> required to pay development impact fees that will be used to offset the cost of City <br /> facilities and infrastructure necessitated by the development. <br /> BACKGROUND <br /> On October 12, 2015 the applicant, on behalf of the property owner (Pleasant View <br /> Church of Christ), submitted applications for a General Plan Amendment, PUD <br /> Rezoning and Development Plan, and Tentative Map applications to subdivide the <br /> property and construct five new single family homes on a 4.3-acre portion of a 16.2-acre <br /> site. The original project was reviewed and discussed at a work session with the <br /> Planning Commission held on January 13, 2016. The Commissioners were generally <br /> not supportive of a General Plan amendment to allow for increased density on the <br /> subject site, with the majority requesting that the project be revised to include only three <br /> units, which would not require a General Plan Amendment. Additionally, the <br /> Commission requested that the project be modified to provide a meandering sidewalk <br /> along the site frontage to allow retention of as many trees as possible and maintain the <br /> rural character of the Dublin Canyon Road corridor. <br /> On May 6, 2016 the applicant submitted revised plans that eliminated the need for a <br /> General Plan Amendment. The revised project included three instead of five homes, as <br /> suggested by the Planning Commission. This project was reviewed by the Planning <br /> Commission at a regular meeting held July 13, 2016. For a detailed description of the <br /> discussion at the January 13 and July 13 meetings, please see the attached Planning <br /> Commission staff report and minutes included in Attachments 4 and 5. The project is <br /> now before the Council for final action. <br /> SITE AND AREA DESCRIPTION <br /> The approximately 16.2-acre Pleasant View Church of Christ property (project site) is <br /> located at 11300 Dublin Canyon Road and is currently zoned Agriculture (A) District. <br /> The church is located at the top of the hill on the property, in the northernmost portion of <br /> the site. The property is also bisected by Dublin Creek, which extends west to east, <br /> roughly parallel to Dublin Canyon Road. The property is directly across the street from <br /> the Young property (11249 Dublin Canyon Road), the site of a PUD Development Plan <br /> approved earlier this year consisting of the retention of the existing single-family <br /> residence and the construction of two new single-family residences. <br /> Page 2 of 8 <br />
