THE CITY OF <br /> 121 "' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> August 9, 2016 <br /> Engineering <br /> TITLE: RECEIVE INPUT ON THE TWO APPROVED LIGHTED TENNIS COURTS AT <br /> THE TENNIS AND COMMUNITY PARK; 5801 VALLEY AVENUE, AND <br /> CONSIDER WHETHER TO MOVE FORWARD WITH THE PROJECT OR TO <br /> DIRECT STAFF TO PURSUE OTHER ALTERNATIVES <br /> SUMMARY <br /> The original Tennis and Community Park master plan was created in 1985. The plan <br /> included 12 tennis courts. The first phase of plan implementation constructed five of the <br /> courts in the locations shown in the plan. The master plan was updated in 1995 and still <br /> included the remaining seven courts. The next phase of implementation included <br /> construction of five more tennis courts in the locations shown in the plan. In 2014, the <br /> Parks and Recreation Master Plan Update identified that there is a need for additional <br /> tennis courts within the City, and more specifically recommended that the long-planned <br /> final two lighted tennis courts at the Pleasanton Tennis and Community Park be <br /> constructed. Subsequently funds were budgeted in the City's Capital Improvement <br /> Program (CIP) project, CIP No. 147034. On March 4, 2016, City Council approved an <br /> agreement with Callander Associates Landscape Architecture to design the project. The <br /> design was completed in May 2016 and the project was advertised for competitive bid. <br /> On June 21, 2016, the City Council awarded the construction contract in the amount of <br /> $494,353 to the low bidder Goodland Construction. Notices were mailed on July 19 to <br /> property owners within 500-feet of the Tennis and Community Park informing them of the <br /> upcoming construction activity at the park. On July 21, the temporary construction fences <br /> were installed around the work area. On July 22, the adjacent neighborhood began <br /> expressing concerns about the area of the park where the courts were to be built. <br /> Construction, which was scheduled to start on July 25, was suspended and this August <br /> 9 meeting was scheduled to receive public comment regarding the construction of the <br /> courts. <br /> RECOMMENDATION <br /> 1. Receive public comment. <br /> 2. Provide direction to staff to proceed with construction, eliminate the project, or pursue <br /> alternatives discussed in this report. <br /> FINANCIAL STATEMENT <br /> There is a financial impact associated with the current suspension of work on the project. <br /> The exact amount has not been determined but it is partly related to fence and portable <br /> restroom rental, etc. If the project suspension is lifted and the project proceeds, the exact <br /> amount will be negotiated with the contractor like any other change order. If the project <br /> contract is cancelled, there will be likely be costs for contract administration and other <br />
