THE CITY OF 13 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONa <br /> June 7, 2016 <br /> Engineering <br /> TITLE: APPROVE PROFESSIONAL SERVICES CONTRACTS FOR ON-CALL <br /> CONSTRUCTION MANAGEMENT, RESIDENT ENGINEERING AND <br /> INSPECTION SERVICES WITH THE FIRMS OF CARLSON MANAGEMENT <br /> INC., GHIRARDELLI ASSOCIATES, INC., AND SWINERTON <br /> MANAGEMENT AND CONSULTING <br /> SUMMARY <br /> The City has a need for construction management, resident engineering and inspection <br /> services for various projects. In February 2016, City staff advertised a Request for <br /> Qualifications package, requesting Statements of Qualifications (SOQs) from firms <br /> interested in providing the needed services. In response, 12 firms submitted SOQs. Staff <br /> reviewed the SOQs and invited the top six for an interview. Based on the firms' stated <br /> qualifications, interview performances, and responses to inquiries of their references, staff <br /> recommends that the City Council award contracts to three firms: Carlson Management <br /> Inc., Ghirardelli Associates, Inc., and Swinerton Management and Consulting. Staff <br /> recommends the contracts cover the three-year period from June 7, 2016 to June 30, <br /> 2019, with an aggregate total contract amount not-to-exceed $750,000. Although the <br /> recommended aggregate not-to-exceed total contract amount is $750,000 over the three <br /> year term, there is no guarantee that the $750,000 will be expended over the term, and <br /> there is no amount of work guaranteed to any of the three firms. Work will be assigned by <br /> task authorization based solely upon recognized need. <br /> RECOMMENDATION <br /> 1. Approve professional services agreements with Carlson Management, Inc., <br /> Ghirardelli Associates, Inc., and Swinerton Management and Consulting to provide <br /> on-call construction management, resident engineering and inspection services. The <br /> total aggregate amount between the three contracts is not to exceed $750,000 <br /> between July 1, 2016 and June 30, 2019. Approve two possible one year extensions <br /> at the City's sole discretion. <br /> 2. Authorize the City Manager to execute the attached contracts. <br /> 3. Authorize the Director of Engineering to authorize task authorizations up to $75,000 <br /> each. <br /> FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant contracts. Funding for these <br /> contracts will be budgeted under each individual Capital Improvement Program (CIP) <br /> project or in the annual Operating Budget. Funding for services associated with private <br /> development will be provided by the associated developer/property owner. <br />
