THE CITY OF 16 <br /> M 11T CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> May 17, 2016 <br /> Engineering <br /> TITLE: APPROVE THE PLANS AND SPECIFICATIONS AND APPROVE VARIOUS <br /> CONSTRUCTION AGREEMENTS INCLUDING THOSE WITH GHILOTTI <br /> CONSTRUCTION COMPANY, INC., CARLSON MANAGEMENT, INC., <br /> KIMLEY-HORN AND ASSOCIATES, INC., AND GEOCON REQUIRED FOR <br /> THE CONSTRUCTION OF STANLEY BOULEVARD RECONSTRUCTION <br /> AND UNDERGROUNDING UTILITY DISTRICT, CIP NO. 055022 <br /> SUMMARY <br /> The project will underground the overhead electric utilities and reconstruct Stanley <br /> Boulevard including installation of new curb and gutter, sidewalks, bike lanes, decorative <br /> street lights, and public landscaping. On street parallel parking will be allowed along the <br /> north side of the street. Construction bid documents were completed and advertised for <br /> public bid in March 2016. On April 22, 2016, construction bids were received. The lowest <br /> responsive and responsible bidder was Ghilotti Construction Company, Inc. of Santa <br /> Rosa, California. Through the appropriate request for qualifications process, staff has <br /> selected and negotiated contracts with consultants with the necessary expertise to <br /> provide construction management, inspection, additional design services, and <br /> geotechnical engineering services during the construction project. Staff is recommending <br /> the City Council award the construction contract to Ghilotti Construction Company, Inc. <br /> and authorize the City Manager to enter into the contract with Ghilotti Construction <br /> Company, Inc. as well as the various consultant agreements needed to complete the <br /> construction. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications for this project. <br /> 2. Review the bids received and award the construction contract for the project to Ghilotti <br /> Construction Company, Inc. of Santa Rosa, California, in the amount of$7,256,150.75 <br /> (includes additive bid alternative #1 described on the Bid Summary—Attachment 1). <br /> 3. Approve the proposal and award contract to Carlson Management, Inc. of San <br /> Francisco, to provide construction management and inspection services for a not-to- <br /> exceed amount of $454,982.80. See Attachment 2 for the Carlson Management <br /> proposal. <br /> 4. Approve the second Amendment to the Agreement with the project designer Kimley- <br /> Horn and Associates to provide additional design, bid and construction support <br /> services, in a not-to-exceed amount of$358,500.
