THE CITY OF 1 1 <br /> r1 <br /> '-" - CITY COUNCIL AGENDA REPORT <br /> PL£ASANTONm <br /> May 3, 2016 <br /> Operations Services <br /> TITLE: APPROVAL TO EXTEND THE EXISTING AGREEMENT WITH ALAMEDA <br /> COUNTY TO PROVIDE SEWER AND WATER OPERATION AND <br /> MAINTENANCE SERVICES FOR THE CASTLEWOOD SERVICE AREA FOR <br /> AN ADDITIONAL YEAR BEGINNING JULY 1, 2016 <br /> SUMMARY <br /> The Alameda County Public Works Department (County) oversees and administers the <br /> Castlewood County Service Area's (CSA's) water and sewer systems. In February 2012, <br /> the County issued a Request for Proposal (RFP) No. 900973 to operate and maintain the <br /> CSA for the fiscal year starting July 1, 2012 and ending June 30, 2013. With resolution 12- <br /> 508, City Council authorized city staff to submit a proposal for these services and the City's <br /> proposal was selected. Subsequent to that, the County requested three one-year <br /> extensions for services from July 1, 2013 to June 30, 2014, for services from July 1, 2014 <br /> to June 30, 2015, and for services from July 1, 2015 to June 30, 2016; all of which were <br /> previously approved by Council. This report recommends approval of an additional one <br /> year extension requested by the County to provide services to the CSA from July 1, 2016 <br /> to June 30, 2017. <br /> RECOMMENDATION <br /> Approve the County of Alameda Standard Service Agreement Amendment for Master <br /> Contract#900973 for an additional year for operation and maintenance of the CSA sewer <br /> and water systems for a period of one year beginning July 1, 2016. <br /> FINANCIAL STATEMENT <br /> The agreement anticipates payments to the City in an amount not to exceed $250,000 <br /> based on both a fixed monthly amount of $10,372, and time and material costs. Fees are <br /> set to assure that the operation is revenue positive to the City. The monthly fee amount <br /> represents a $2,000 monthly increase to the fee structure reflected in last year's contract, <br /> based on the anticipated work necessary for the next fiscal year. <br />
