THE CITY OF 1 1 r1 '-" - CITY COUNCIL AGENDA REPORT PL£ASANTONm May 3, 2016 Operations Services TITLE: APPROVAL TO EXTEND THE EXISTING AGREEMENT WITH ALAMEDA COUNTY TO PROVIDE SEWER AND WATER OPERATION AND MAINTENANCE SERVICES FOR THE CASTLEWOOD SERVICE AREA FOR AN ADDITIONAL YEAR BEGINNING JULY 1, 2016 SUMMARY The Alameda County Public Works Department (County) oversees and administers the Castlewood County Service Area's (CSA's) water and sewer systems. In February 2012, the County issued a Request for Proposal (RFP) No. 900973 to operate and maintain the CSA for the fiscal year starting July 1, 2012 and ending June 30, 2013. With resolution 12- 508, City Council authorized city staff to submit a proposal for these services and the City's proposal was selected. Subsequent to that, the County requested three one-year extensions for services from July 1, 2013 to June 30, 2014, for services from July 1, 2014 to June 30, 2015, and for services from July 1, 2015 to June 30, 2016; all of which were previously approved by Council. This report recommends approval of an additional one year extension requested by the County to provide services to the CSA from July 1, 2016 to June 30, 2017. RECOMMENDATION Approve the County of Alameda Standard Service Agreement Amendment for Master Contract#900973 for an additional year for operation and maintenance of the CSA sewer and water systems for a period of one year beginning July 1, 2016. FINANCIAL STATEMENT The agreement anticipates payments to the City in an amount not to exceed $250,000 based on both a fixed monthly amount of $10,372, and time and material costs. Fees are set to assure that the operation is revenue positive to the City. The monthly fee amount represents a $2,000 monthly increase to the fee structure reflected in last year's contract, based on the anticipated work necessary for the next fiscal year.
