BACKGROUND <br /> The Alameda County Public Works Department (County) oversees and administers the <br /> CSA water and sewer systems. Staff has met with County staff and with members of the <br /> Castlewood Homeowners Association to discuss an extension of the contract and <br /> maintenance related issues. Staff recommended that the County secure the services of a <br /> qualified consultant to evaluate the current and future needs of the system and to develop <br /> a Capital Improvement Plan (CIP). The CIP would be used to fully understand short and <br /> long-term system maintenance and improvement needs. The County agreed with this <br /> approach, secured the required services, and completed the final report in FY 12/13. <br /> The County, through an RFP, implemented a year-to-year maintenance arrangement with <br /> the City with the understanding that a longer term arrangement would be implemented <br /> following completion of the study and a viable plan to upgrade the current infrastructure <br /> deficiencies. Staff has had discussions with the County regarding the potential for a longer <br /> term agreement following this interim one year period and the implementation of a CIP to <br /> upgrade infrastructure. The County has recently made progress upgrading the system by <br /> allocating the required funding for upgrades to Supervisory Control and Data Acquisition <br /> (SCADA) components, pumps, generators, valves, and problem sewer lines in the system. <br /> This work is ongoing and will improve the reliability of the system. The County is currently <br /> in the design stage for new water storage facilities which will replace the two antiquated <br /> wooden storage tanks. The County has also agreed to fund the replacement of the existing <br /> metering system with AMI infrastructure consistent with the City's own Automated Metering <br /> Infrastructure (AMI) upgrades. Based on the City's involvement over the past year, City <br /> staff has determined that we would require additional funding amounting to $2,000 a month <br /> to cover the increased workload for an additional year's service. <br /> There are advantages to having the City provide these services. First and foremost, it <br /> assures that the system will be properly maintained. Also it assures that the City would <br /> have input into service-related decisions pertaining to this particular County service area. <br /> In conjunction with the County, the City already operates the Castlewood sewer pump <br /> station for the service area, on a contract basis. Extending this agreement to provide <br /> maintenance services allows for better control over the entire system and reduces the <br /> potential for problems from the Castlewood system. Additionally, it provides valuable <br /> services to the residents of Castlewood. <br /> The disadvantages of providing these maintenance services include additional staff <br /> workload, particularly in the event of a major system issue. However, the additional $2,000 <br /> a month will offset anticipated ongoing service impacts to the Pleasanton system. <br /> The master contract provides for routine maintenance support during the hours of 7:00 <br /> a.m. to 3:00 p.m., seven days a week. Any emergency work performed between 3:00 p.m. <br /> and 7:00 a.m. would be subject to time and materials, and overtime rates as stipulated. <br /> City fees and charges included in Exhibit B have been set to assure that City costs are fully <br /> covered. <br /> Page 2 of 3 <br />
