CITY COUNCIL AGENDA REPORT <br />April 19, 2016 <br />Engineering <br />TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br />CONSTRUCTION CONTRACT TO CLEARY BROS. LANDSCAPE, INC. IN <br />THE AMOUNT OF $545,291 FOR CONSTRUCTION OF THE BERNAL <br />PROPERTY OFF -LEASH DOG PARK, CIP NO. 147034 <br />SUMMARY <br />The Bernal Property Off -Leash Dog Park project was advertised for construction bid on <br />March 16, 2016. Four responsive bids were received by the deadline of 2:00 pm on April <br />6, 2016. City staff has reviewed the bid results and recommends the approval of the <br />contract for the construction of the Bernal Property Off -Leash Dog Park to the lowest <br />responsive bidder, Cleary Bros. Landscape, Inc. in the Base Bid amount of $545,291. <br />RECOMMENDATION <br />1. Approve plans and specifications for this project. <br />2. Review the bids and award the Base Bid construction contract for the project to Cleary <br />Bros. Landscape, Inc. in the amount of $545,291. <br />3. Approve an additional appropriation in the amount of $192,650 from the In -Lieu Park <br />Dedication Fee Reserve Fund to the Bernal Property Off -Leash Dog Park to meet the <br />total project expenses required to complete the project ($600,000). <br />4. Authorize the City Manager to enter into an agreement with Cleary Bros. Landscape, <br />Inc. in a contract form approved by the City Attorney. <br />5. Authorize the Director of Engineering to approve and execute any required contract <br />change orders for a not -to- exceed amount of $54,709 (approximately 10% of the <br />construction contract) for necessary unforeseen work identified during construction. <br />FINANCIAL STATEMENT <br />The estimated expenditures for the construction of the dog park, including the project <br />contingency, is $600,000. The project is funded from two sources: the In -Lieu Park <br />Dedication Fees budgeted in the CIP ($400,000 in CIP No. 147034), and a donation by <br />Planning Commissioner Nancy Allen ($7,350). To fully fund the project, it is necessary to <br />allocate an additional $192,650 from the In -Lieu Park Dedication Reserve Fund (CIP No. <br />037028). <br />
