THE CITY OF 6
CITY COUNCIL AGENDA REPORT
pLEASANTON.
March 1, 2016
Engineering
i 1
TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH JEFF KATZ
ARCHITECTURE CORP IN THE AMOUNT OF $112,000 TO ASSESS THE
PHYSICAL CONDITION OF PLEASANTON FIRE STATIONS TWO
(STONERIDGE MALL) AND THREE (FAIRLANDS) AND EACH STATIONS—
ABILITY TO SERVE THE NEEDS OF THE FIRE DEPARTMENT INTO THE
FUTURE
SUMMARY
The proposed professional services agreement with Jeff Katz Architecture Corp (JKA) is
to assess the physical condition of Pleasanton Fire Stations Two and Three and
determine the ability of each of the stations to serve the needs of the Fire Department
into the future. These two fire stations are the oldest of the five stations in the City of
Pleasanton, built in 1973 and 1985 respectively. Not only are these buildings getting
physically old, there are many new fire service operational requirements, gender
neutrality requirements, accessibility requirements, etc., that have become standard fire
service practice since these facilities were constructed. These requirements include
stowage of fire turn-out gear, hazardous material decontamination facilities, and equally
accessible gender neutral sleeping quarters and bathroom facilities for co-ed fire service
staff. This study will determine if each of these buildings can be cost effectively
remodeled or renovated so that each can serve the community another 30 to 40 years.
The study will develop renovation concepts and include a complete cost estimate of the
work that is required to significantly extend each building's serviceability. If the study
determines that that it is not cost effective to remodel or renovate one or both of the
stations, the study will outline the probable cost of a replacement station at each site, as
well as identify what short term improvements can be accomplished to make the stations
more livable and functional, thereby allowing time for financial planning of eventual
replacement.
RECOMMENDATION
1. Approve the attached professional services agreement with Jeff Katz Architecture
Corp in the amount of $112,000 to assess the physical condition of Pleasanton Fire L
Stations Two and Three and determine the ability of each of the stations to serve the
needs of the Fire Department into the future.
2. Authorize the use of $25,000 from the General Fund Contingency and allocate it to
the Livermore-Pleasanton Fire Station Two and Three Assessment Study project, CIP
No. 158042.
