THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTOK <br /> January 5, 2016 <br /> Community Development Department <br /> TITLE: PUD-25, GHC LUND RANCH, LLC — CONSIDER ADOPTION OF <br /> ORDINANCES APPROVING (1) A PLANNED UNIT DEVELOPMENT (PUD) <br /> REZONING AND DEVELOPMENT PLAN APPROVAL TO CONTRUCT <br /> 43 SINGLE-FAMILY, TWO-STORY HOMES AND RELATED <br /> IMPROVEMENTS ON THE APPROXIMATELY 194.7-ACRE LUND RANCH <br /> -- II PROPERTY LOCATED AT 1500 LUND RANCH ROAD AT THE END OF <br /> LUND RANCH ROAD, AND (2) A DEVELOPMENT AGREEMENT TO VEST <br /> ENTITLEMENTS FOR THE PROJECT; APPROVAL OF A RESOLUTION <br /> ADOPTING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) <br /> FINDINGS AND THE MITIGATION MONITORING AND REPORTING <br /> PROGRAM; AND AUTHORIZATION FOR STAFF TO PROCESS THE <br /> PROJECT CONSISTENT WITH COUNCIL'S DECISION OF <br /> DECEMBER 15, 2015 <br /> SUMMARY <br /> On December 15, 2015, a majority of the City Council voted to reduce the number of <br /> home sites from 48 to 43, lower the building pad for Lot 32 to 500 feet, find that the <br /> northern ridgeline above Lot 32 ends at the 718-foot elevation, and mandate that <br /> access for 12 homes be through Lund Ranch Road and for 31 homes through Sunset <br /> Creek Lane. The documents before you effectuate the Council's direction of December <br /> 15, 2015. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On August 26, 2015, the Planning Commission recommended approval of the project <br /> with 50 homes. <br /> RECOMMENDATION <br /> Consistent with Council majority's direction of December 15, 2015: <br /> 1. Waive the second reading and adopt Ordinance No. 2133 approving Case <br /> PUD-25, the PUD Rezoning and Development Plan, subject to the Conditions of <br /> Approval listed in Exhibit A; <br /> 2. Waive the second reading and adopt Ordinance No. 2134 approving the <br /> Development Agreement to vest entitlements to the project; <br /> 3. Adopt by resolution the revised CEQA Findings and the Mitigation and Monitoring <br /> and Reporting Program; and <br /> 4. Authorize staff to take appropriate steps to effectuate Council's intent consistent <br /> with the above approvals. <br />
