I
2
THE CITY OF A A
--' CITY COUNCIL AGENDA REPORT 14
pLEASANTON-
October 6, 2015
Operations Services
TITLE: APPROVE THE PURCHASE OF TWO PIERCE QUANTUM 1500 PUMPER
FIRE ENGINES INCLUDING INSPECTION TRIPS, DELIVERY, TAX AND
LICENSE
SUMMARY
The Livermore Pleasanton Fire Department (LPFD) has two Hi-Tech fire engines
assigned to Pleasanton. Engine 597 was purchased in 1995 and Engine 94 was
purchased in 1997. Each engine has an expected useful life of 15 years; Engine 597
was slated for replacement in 2010 and Engine 94 was slated for replacement in 2012.
Both of the engines are recommended for replacement in FY 2015/16 and funding was
approved as part of this year's budget process. Each engine is operating well beyond
its useful life and has required more frequent and complex service repairs over the last
several years. Both engines have more than 10,000 engine hours, which is equivalent
to 500,000 road miles. Body corrosion, water system failures due to accelerated
deterioration, and interior cab failure are constant maintenance issues. The purchase of
two new pumper fire engines will significantly increase reliability, as well as enhance the
responsiveness to emergency call outs.
RECOMMENDATION
Authorize the City Manager to enter into an Interlocal Contract for Cooperative
Purchasing with H-GAC and authorize a Purchase Order in the amount of
$1,275,522.12 to Pierce Manufacturing Inc. to purchase two Pierce Quantum 1500
Pumper Fire Engines including inspection trips, delivery, tax and license. The purchase
will be made through a Cooperative Purchase Agreement in conjunction with H-GAC,
which meets the City's competitive bidding requirement.
FINANCIAL STATEMENT
The total cost of the engines complete with inspection trips, delivery and tax is
$1,275,522.12 which is scheduled in the 2015-16 budget in the Fire Apparatus
Replacement Fund (047-900).
