BACKGROUND <br /> The Livermore Pleasanton Fire Department (LPFD) has two Hi-Tech fire engines <br /> assigned to Pleasanton. Engine 597 was purchased in 1995 and Engine 94 was <br /> purchased in 1997. Each engine has an expected useful life of 15 years; Engine 597 <br /> was slated for replacement in 2010 and Engine 94 was slated for replacement in 2012. <br /> Both of the engines are recommended for replacement in FY 2015/16 and funding was <br /> approved as part of this year's budget process. Each engine is operating well beyond <br /> its useful life and have required more frequent and complex service repairs over the last <br /> several years. Both engines have more than 10,000 engine hours, which is equivalent <br /> to one half million road miles. Body corrosion, water system failures due to accelerated <br /> deterioration, and interior cab failure are constant maintenance issues. <br /> The City of Pleasanton currently owns two Pierce Engines; E-91 purchased in 2012 and <br /> E-92 purchased in 2014, also purchased from Pierce utilizing the pre-payment option. <br /> The engines will be utilized by the LPFD to serve the community of Pleasanton and the <br /> area's covered by the LPFD through contract or agreement. This service includes <br /> responding to all types of emergencies, attending various public events and providing a <br /> mode of transportation for the assigned personnel to carry out the Department's <br /> business. <br /> Pierce Fire Engines were chosen as LPFD's primary fire apparatus due largely to the <br /> reputation of the Pierce Manufacturing Company. Pierce Manufacturing is a subsidiary <br /> of Oshkosh Fire & Emergency Company. The apparatus meets the community's needs <br /> at a very competitive price point, and is now providing the LPFD and the respective <br /> vehicle maintenance shops with a standard platform for operations and maintenance. <br /> The Pierce Quantum 1500 Pumper Fire Engine is manufactured by Pierce <br /> Manufacturing, Inc., in Appleton, Wisconsin, who is listed as an approved vendor by the <br /> H-GAC. Completing the purchase through a Cooperative Purchase Agreement <br /> (Attachment 1) meets the City's competitive bidding requirement and has been <br /> reviewed and authorized by the City Attorney's office and Finance Director. The <br /> purchase of the engines, inspection trips, delivery, tax and license is $1,275,522.12 <br /> (Attachment 2). <br /> DISCUSSION <br /> The purchase of the two Pierce Quantum 1500 Pumper Fire Engines is being <br /> coordinated with the City of Livermore who is replacing one of its engines. By <br /> coordinating the purchase and on-site inspections of the three engines, and opting for <br /> the prepayment method, Pierce Manufacturing has provided a discount of $52,571.34 <br /> towards Pleasanton's purchase of two engines. <br /> The purchase of the two new engines will increase LPFD's responsiveness to <br /> emergencies and provide personnel with reliable apparatus with reduced downtime due <br /> to maintenance and repair issues. <br /> The following is the cost breakdown for the two Pierce Quantum 1500 Pumper Fire <br /> Engines complete with inspection trips, delivery, tax and license. <br /> Page 2 of 3 <br />
