THE CITY OF 8 <br /> -� CITY COUNCIL AGENDA REPORT <br /> pLEASANTONe <br /> June 16, 2015 <br /> Community Development <br /> Operations Services <br /> TITLE: CONSIDER AND APPROVE VARIOUS CONSTRUCTION AGREEMENTS <br /> (INCLUDING THOSE WITH RANGER PIPELINES, INC., CARLSON <br /> MANAGEMENT INC., RMC WATER AND ENVIRONMENT, ENGEO INC., <br /> PACIFIC BIOLOGY, AND SMB ENVIRONMENTAL INC REQUIRED FOR <br /> THE CONSTRUCTION OF THE RECYCLED WATER INFRASTRUCTURE <br /> EXPANSION — PHASE 1A PROJECT, CIP NO. 141026 <br /> SUMMARY <br /> On November 5, of 2013 the City Council approved the Recycled Water Feasibility Study <br /> (RWFS) and authorized staff to begin the environmental review and to seek loans and <br /> grants to fund the implementation of RWFS. In September of 2014 Council certified the <br /> required environmental review documents and authorized a contract with RMC Water <br /> and Environment to design and prepare construction documents for what is identified as <br /> Phase 1A in the RWFS. Also in September 2014, City Council authorized application for <br /> a 1% interest loan from California's Clean Water State Revolving Fund (CWSRF). <br /> Construction bid documents were complete and advertised for public bid in March 2015. <br /> On May 7, 2014 construction bids were received with the lowest responsive and <br /> responsible bidder being Ranger Pipelines, Inc. of San Francisco. In June, 2015 the <br /> State Water Resources Control Board approved a $19,875,720 loan. Staff has also <br /> identified the need for consultant services during the construction of the project. These <br /> services include resident field engineering services, additional design consultant <br /> services, geotechnical engineering services, biological monitoring and archeological <br /> monitoring during the construction of the project. Through the appropriate request <br /> qualification processes, staff has selected and negotiated contracts with consultants with <br /> the needed expertise to provide these services. Staff is recommending that City Council <br /> award the construction contract to Ranger Pipelines Inc., and authorize the City Manager <br /> to enter into contract with Ranger Pipelines and the agreements with the various needed <br /> consultants. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications for this project. <br /> 2. Review the construction bids and award the construction contract to the lowest <br /> responsive and responsible bidder Ranger Pipelines, Inc. of San Francisco, in the <br /> amount of$14,859,563. <br /> 3. Approve the proposal from Carlson Management Incorporated of San Francisco, <br /> to provide resident field engineering services during construction in a not-to- <br /> exceed amount of $422,600 (Attachment 1). <br />
