Review and provide comments on the PUSD Student Population Projections. <br /> 2. Discuss the EPSP as it relates to school impacts. <br /> 3. Discuss questions related to the Student Population Projections and EPSP. <br /> SUMMARY <br /> This report summarizes the key conclusions of the PUSD Student Population <br /> Projections (covering the period from Fall 2014 to Fall 2024), discusses the current <br /> status of the EPSP planning process, and identifies questions for discussion by the City <br /> Council and Board of Trustees regarding schools, the EPSP, and school funding. It <br /> should be noted that the City Council has asked that a discussion of whether to proceed <br /> with the East Pleasanton Specific Plan be agendized at an upcoming Council meeting. <br /> BACKGROUND <br /> On March 31, 2015, Davis Demographics & Planning, on behalf of PUSD, published the <br /> Student Population Projections (Fall 2014-Fall 2024). These projections identify <br /> expected student enrollment changes over the next decade, and the impact of these <br /> changes on the need for new school facilities. These projections were developed using <br /> current demographic data, along with information on expected residential development <br /> in the City, including potential plans for development of East Pleasanton pursuant to the <br /> EPSP. The future projected school enrollment data in the report provide information on <br /> the impacts of the EPSP on school enrollment, including whether additional schools are <br /> needed to accommodate projected changes in student enrollment. <br /> The potential effects of the EPSP on school enrollment and the need for new school <br /> facilities has been a consideration since the initiation of the Specific Plan planning <br /> process. Because the EPSP was expected to result in the need for a new elementary <br /> school to relieve anticipated capacity constraints at existing schools in the northeast <br /> corner of the City, PUSD expressed the need for a new elementary school in the EPSP <br /> area. The current Draft EPSP (November 2014) thus includes a potential school site as <br /> part of a 13-acre park south of Lake I (see Attachment 1, Land Use Plan). If that site is <br /> ultimately not desired by PUSD for a new school, it would be developed as additional <br /> park space. <br />
