1 <br /> THE CITY OF <br /> FL��S�4NTONo CITY COUNCIL AGENDA REPORT <br /> April 7, 2015 <br /> Assistant City Manager <br /> TITLE: CONSIDERATION AND APPROVAL OF VARIOUS CONSTRUCTION <br /> AGREEMENTS (INCLUDING THOSE WITH GOODLAND LANDSCAPE <br /> CONSTRUCTION, INC., VALLEY PRECISION GRADING, INC., HARRIS <br /> DESIGN, BSK ENGINEERS AND DMA/DIGERONIMO SPORTS DESIGN <br /> GROUP LLC), A CITY FUND TRANSFER IN THE AMOUNT OF $2,000,000 <br /> AND AN APPROPRIATION OF $480,924 FROM THE CITY IN LIEU PARK <br /> DEDICATION FEE RESERVE FUNDS REQUIRED FOR THE <br /> CONSTRUCTION OF THE BERNAL COMMUNITY PARK, PHASE II <br /> LIGHTED SPORTS FIELDS AND THE OAK WOODLAND AREA OPEN <br /> SPACE AREA ON THE CITY'S BERNAL PROPERTY <br /> SUMMARY <br /> The vision for the City's Bernal Property is set forth in the Bernal Property Phase II <br /> Specific Plan (Specific Plan) which was ratified by Measure P in 2006. The Community <br /> Park portion of the Specific Plan is planned to be built in phases and Phase I, including <br /> lighted baseball fields, was completed in September 2009. Since that time, the City has <br /> been designing the park's second phase that is referred to as the Bernal Community <br /> Park, Phase II Lighted Multi-Purpose Sports Fields. In addition, while not technically part <br /> of the park's second phase, staff and the Council have also been engaged on completing <br /> the adjacent "Grand Meadow" open space area which is now referred to as the Oak <br /> Woodlands. The project design for these improvements was approved previously by the <br /> Parks and Recreation Commission and the City Council and they were funded in the <br /> 2013-14 Capital Improvement Program. Recently, staff conducted public bidding for <br /> various aspects of the project and as an outcome, this report recommends approval of <br /> various contracts and actions that if approved, would provide for the construction of the <br /> entire project as envisioned in the Specific Plan. A description of the various services to <br /> be provided is included in the Discussion section of this report. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications for this project. <br /> 2. Review the bids received and award the construction contract for the project to <br /> Goodland Landscape Construction, Inc. of Tracy, California, in the amount of <br /> $12,186,991.43. <br /> 3. Approve the Agreement with Valley Precision Grading, Inc., for the purchase and <br /> installation of three all-weather turf fields in the amount of $2,090,778 <br /> (Attachment 1). <br /> 4. Approve the Second Amendment to the Agreement with Harris Design, the <br /> project's landscape architect, to provide construction support services including <br /> construction surveying, in a not-to-exceed amount of$408,861 (Attachment 2). <br />
