THE CITY OF Q
f L'EAS4NTON, CITY COUNCIL AGENDA REPORT 8
January 20, 2015
Operation Services Department
TITLE: ADOPTION OF ADDENDUM TO THE INITIAL STUDY/MITIGATED
NEGATIVE DECLARATION FOR THE CITY OF PLEASANTON
RECYCLED WATER PROJECT
SUMMARY
On September 16, 2014, City Council adopted the environmental review document
(Initial Study/Mitigated Negative Declaration (IS/MND)) and Mitigation Monitoring
Program which evaluated potential environmental impacts possibly associated with the
City's recycled water project (RWP). The IS/MND concluded that implementation of the
RWP with identified mitigation measures in place, would reduce environmental impacts
due to construction activity to a less-than significant level. Since the adoption, active
progress in the design planning phase of the RWP has lead to a few changes to the
proposed pipeline alignment. Therefore, since the design plans are complete, staff has
produced an Addendum to assess the environmental impacts of these changes.
The conclusion of the Addendum is that the proposed pipeline alignment changes will
not result in new significant impacts, substantially increase the severity of previously
disclosed impacts or involve any of the other conditions that would require a further
environmental review per the Public Resources Code and California Environmental
Quality Act (CEQA) Guidelines. This Addendum is an informational document; CEQA
and the CEQA Guidelines do not require a subsequent or supplemental negative
declaration or environmental impact report for the proposed alignment changes.
RECOMMENDATION
Approve the attached resolution adopting the Addendum to the initial study/mitigated
negative declaration for the City of Pleasanton Recycled Water Project (Attachment 2).
FINANCIAL STATEMENT
There is no cost associated with the adoption of this Addendum.
