• <br /> BACKGROUND <br /> The RWP was initially proposed within the City of Pleasanton Recycled Water <br /> Feasibility Study, adopted by City Council November 2013. Upon adoption City Council <br /> directed staff to initiate the environmental review process necessary to further the RWP. <br /> In February 2014, Council approved the Agreement with SMB Environmental, Inc. for <br /> CEQA and NEPA environmental consulting services. Following all regulatory <br /> requirements, the resulting IS/MND (adopted September 16, 2014) found construction <br /> of the RWP could have a significant effect on the environment, however, there will not <br /> be a significant effect because of the subsequent mitigation measures the City has <br /> agreed to follow, as documented in the Mitigated Negative Declaration. Following this <br /> adoption the document was filed with the City Clerk Office of the State Clearinghouse <br /> as required by CEQA Guidelines. <br /> Initiation of the engineering and design of the RWP infrastructure was authorized <br /> September 2, 2014, and has subsequently been completed by late December 2014. <br /> Staff has reviewed and agreed with the engineering and design related <br /> recommendations to the RWP design which lead to some modifications to the initial <br /> proposed pipeline alignment. Such changes contributed favorability to the design in a <br /> variety of ways, such as cost savings, reduced traffic/transportation disruptions during <br /> construction, and to coincide with design efficiencies. The proposed alignment changes <br /> would result in an overall addition of 720 feet (0.1 miles) of new pipeline, and in <br /> repurposing an additional 9,850 feet (1.9 miles) of existing pipelines, resulting in <br /> approximately 10,570 feet (2.0 miles) of new and repurposed pipeline. Attachment 1 <br /> shows those changes graphically on the project map. <br /> In accordance with State CEQA Guidelines, these changes will not result in new <br /> significant impacts, substantially increase the severity of the previously disclosed <br /> impacts or involve any other conditions related to changed circumstances or new <br /> information that would require a subsequent or supplemental EIR under Public <br /> Resources Code section 2166 and CEQA Guidelines section 15162, beyond those <br /> impacts and conditions already identified in the adopted IS/MND. <br /> DISCUSSION <br /> The purpose of the proposed RWP is to construct and operate a new recycled water <br /> system to reduce the City's water demand and dependency upon the potable water <br /> system and support the health of landscapes along the recycled water distribution area. <br /> Staff has carefully reviewed and considered the various implications the design of the <br /> system infrastructure will have both short and long term to ensure the construction of <br /> the pipeline will be efficient and cause minimal disruption to the community. This <br /> Addendum to the IS/MND addresses the pipeline changes considered necessary to <br /> increase design efficiencies, without producing environmental impacts not already <br /> identified in the adopted document. <br /> Page 2 of 3 <br />
