MINUTES <br /> CITY OF PLEASANTON <br /> - CITY COUNCIL <br /> August 19, 2014 <br /> Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Councilmember Pentin led <br /> the Pledge of Allegiance provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thome <br /> • <br /> Absent: None <br /> CLOSED SESSION REPORT <br /> City Attorney Lowell reported the Council met in Closed Session for conference with labor negotiators <br /> concerning International Association of Fire Fighters Local 1974 and Pleasanton Police Officers <br /> Association. The Council also met with legal counsel regarding anticipated litigation, as described in the <br /> agenda. No reportable action was taken on either item. <br /> AGENDA AMENDMENTS <br /> Councilmember Brown asked if the vehicle lease program under Item 16 went out to bid. <br /> Director of Operation Services Smith explained that this relates to a cooperative purchasing agreement <br /> put out to bid by the state of California, which local jurisdictions like Pleasanton are able to add on to <br /> without going through their own individual bid process. The purchase agreement meets the city's <br /> purchasing and cooperative bid requirements. <br /> City Manager Fialho added that both the California Government Code and the city's own purchasing <br /> policies allow the city to add on as a participating organization in securing the same bid price as the <br /> state, with the presumption that the economy of scale allows the city to secure a better price than it <br /> would have on its own. <br /> Councilmember Brown asked and Mr. Smith confirmed that the city reserves the option to purchase <br /> some or all of the vehicles at the end of the five-year lease agreement, should it believe it fiscally <br /> prudent to do so. <br /> Mr. Smith added that the city reserves this option at any time during the length of the agreement, and <br /> would evaluate the fleet annually to determine whether or not it is advisable. He assured her that it is a <br /> very flexible program that really allows the city a considerable level of control. <br /> CONSENT CALENDAR <br /> Administrative Services <br /> 1. Approved regular and special meeting minutes of July 15, 2014 <br /> 2. Approved and authorized the City Manager to execute an amendment to professional services <br /> agreement between City of Pleasanton and Innovative Claim Solutions, Inc. in the amount of <br /> $169,102 to provide third-party administration of workers' compensation program <br />
