City Manager <br /> 3. Accepted the Commissioners Absences Report for the period January 1 through June 30, 2014 <br /> 4. Approved and authorized the City Manager to execute a professional services agreement with <br /> Management Partners in the amount of $39,490 to facilitate Alviso Adobe Community Park <br /> planning process to develop vision, mission and strategic plan for facility <br /> 5. Approved an appropriation of $185,000 from the Capital Improvement Program Reserve <br /> (CIPR/068018) for Phase I of Rotary Park; authorized the City Manager to execute related <br /> construction contracts and purchase agreements to complete Phase I of Rotary Park and <br /> additional funding as necessary; approved the construction schedule with Phase I completion by <br /> March 31, 2015; programming of Rotary Park Phase II in the 2015-16 CIP process; and <br /> Amendment 1 to the agreement with Keller Mitchell & Co. in the amount of $27,500 for <br /> preparation of project specifications and construction administration <br /> Mayor Thome noted that the staff report indicates the intent to put the project out to bid, which differed <br /> from his recollection of the item. <br /> Mr. Fialho explained that the city will be relying on its on-call contractors, who are routinely used for <br /> larger maintenance projects, to assist with the project. Some of the vendors within this pool provide the <br /> same type of trade services, which requires the city to put the project to bid and obtain the most <br /> competitive price. He noted that this does not delay the overall project schedule for Phase I which he <br /> was still confident would be completed by the Rotary anniversary date of May 9, 2015. <br /> Community Development <br /> 6. Public Hearing: P14-0419/P14-0420/P14-0421, City of Pleasanton — Waived full reading and <br /> adopted Resolution No. 14-703 approving an Amendment to the General Plan, as filed under <br /> Case P14-0421, regarding a change in land use designation for 4202 Stanley Boulevard from <br /> Medium Density Residential o Retail, Highway, and Service Commercial; Business and <br /> Professional Offices; waived full reading and adopted Resolution No. 14-704 approving an <br /> Amendment to the Downtown Specific Plan, as filed under Case P14-0420, changing Land Use <br /> Designation for 4202 Stanley Boulevard from Medium Density Residential to Downtown <br /> Commercial Consider adopting resolutions for a General Plan Amendment and a Downtown <br /> Specific Plan Amendment, and consider introduction of an ordinance for a Rezoning to expand <br /> the permitted uses for an existing home from residential only to residential, limited commercial, <br /> personal service, and/or office uses, for a 0.23-acre site located at 4202 Stanley Boulevard; <br /> introduced and waived first reading of Ordinance No. 2106 approving the application of the City <br /> of Pleasanton for Planned Unit Development (PUD) rezoning approval, as filed under Case P14- <br /> 0419 <br /> Councilmember Narum how proposed uses not listed as an allowed use, such as a beauty or nail <br /> salon, would be reviewed. <br /> Community Development Director Dolan explained that if similar to an allowed use and unlikely to <br /> generate controversy, he may make an administrative decision regarding the use.
