THE CITY OF <br /> t ° 11, CITY COUNCIL AGENDA REPORT 14 <br /> PL E ASANTON, <br /> November 5, 2013 <br /> Operation Services Department <br /> TITLE: APPROVAL OF THE RECYCLED WATER FEASIBLITY STUDY AND <br /> ACCOMPANYING WATER SUPPLY CONTRACTS WITH DSRSD AND <br /> DERWA AND AUTHORIZATION TO CONTINUE FURTHER RECYCLED <br /> WATER PROGRAM DEVELOPMENT <br /> SUMMARY <br /> City staff has completed the Recycled Water Feasibility Study (RWFS); a <br /> comprehensive evaluation of developing a recycled water system within Pleasanton to <br /> replace and augment significant portions of landscape irrigation from potable to recycled <br /> water supply. The RWFS identified: feasible recycled water phasing options, recycled <br /> water supply options, potential customers and their recycled water demands, the <br /> infrastructure needs to serve the demand, as well as legal, environmental and financial <br /> mechanisms needed to support a recycled water system. Continued development of the <br /> recycled water supply consistent with the RWFS plan requires agreements with the <br /> Dublin San Ramon Sewer District (DSRSD) and DSRSD-EBMUD Recycled Water <br /> Authority (DEWRA) and these agreements are being presented for City Council <br /> consideration. The City Council DSRSD Liaison Committee comprised of <br /> Councilmembers Brown and Pentin has reviewed this plan with staff and recommended <br /> it be presented to the Council for adoption. <br /> RECOMMENDATION <br /> 1) Approve the City of Pleasanton Recycled Water Feasibility Study. <br /> 2) Authorize staff to commence a CEQA and NEPA environmental review process <br /> as required by state and federal regulation. <br /> 3) Approve the Fifth Supplemental Agreement for Wastewater Disposal Services <br /> with DSRSD and the Agreement to Provide Recycled Water Treatment and <br /> Delivery Services with DERWA. <br /> 4) Provide authorization to submit applications for grant and loan funding <br /> opportunities for the design, planning and construction of a recycled water <br /> system. <br /> 5) Authorize an increase of $40,000 in the Water Operating Fund (Fund 305) for the <br /> purchase and resale of recycled water from the City of Livermore and <br /> DSRSD/DERWA. <br /> FINANCIAL STATEMENT <br /> There are no costs associated with the acceptance of the RWFS. The cost associated <br /> with the authorization of conducting the environmental review necessary to fulfill CEQA <br /> and NEPA compliance is estimated at approximately $50,000 which would paid from <br />
