THE CITY OF
8_, V
PL£ASANTONo CITY COUNCIL AGENDA REPORT
November 5, 2013
Community Development
Engineering Division
TITLE: ACCEPT PUBLIC IMPROVEMENTS PERFORMED BY BORTOLUSSI &
WATKIN, INC. FOR THE STAPLES RANCH: IRRIGATION AND
LANDSCAPING IMPROVEMENTS AT EL CHARRO ROAD AND 1-580
INTERCHANGE PROJECT, CIP NO. 115023; AND ADOPT A
RESOLUTION APPROVING AN AGREEMENT WITH CALTRANS FOR
LANDSCAPE MAINTENANCE
SUMMARY
This project consisted of irrigation and landscaping improvements at the southwest
quadrant of El Charro Road and the 1-580 interchange. Construction of this project is
complete and ready for acceptance by City Council.
Existing maintenance agreements (Freeway and Landscape) have been in place with
Caltrans since 1978. Since the landscaped area is in Caltrans' right of way, the City
obtained an encroachment permit (No. 0412-NLC1939) from Caltrans to do
construction. It is in the City's best interest to maintain the landscaping in perpetuity
due to Caltrans' limited maintenance program.
RECOMMENDATION
1. Accept the project improvements.
2. Authorize the City Clerk to file a Notice of Completion for the project.
3. Authorize payment of the retention in the amount of $14,916.71 to Bortolussi &
Watkins, Inc. of San Rafael, California, thirty days after the recordation of the
Notice of Completion.
4. Authorize the retention of $25,000 until June 30, 2014 to meet miscellaneous costs
related to City improvements for the Staples Ranch area, and the transfer of the
project balance in the amount of $88,670 to the Stoneridge Specific Plan Fund
balance.
5. Adopt a resolution approving the attached Agreement for Landscape Maintenance
within State Highway Right of Way on Route 1-580 within the City of Pleasanton.
6. Authorize the City Manager to execute the attached agreement.
FINANCIAL STATEMENT
Funding for this project totaled $465,826 as outlined in Attachment 1. Expenditures
totaled $352,156, leaving an unspent balance of $113,670. Staff recommends the
retention of $25,00 until June 30, 2014 for miscellaneous City costs for the Staples
Ranch area, and the transfer of the balance of $88,670 to the Stoneridge Specific Plan
Fund balance. The landscape agreement will result in additional cost; however, it is in
the City's best interest that the City maintains the area.
