BACKGROUND <br /> The El Charro Road and 1-580 Interchange was built by Caltrans in 2009. Caltrans <br /> installed basic groundcover for the interchange, leaving detailed landscaping to the <br /> individual cities to construct. The City of Dublin landscaped the north quadrants of the <br /> interchange and the City of Livermore completed the southeast quadrant in early 2013. <br /> The southwest quadrant is located within Pleasanton city limits. <br /> The City hired Gates + Associates of San Ramon to design the project and provide <br /> construction support. The intent of the proposed design was to create a complementary <br /> style to the Livermore landscaping, creating a seamless appearance to the two <br /> quadrants. <br /> The work included traffic control, storm water pollution control, environmental <br /> stewardship, clearing and grubbing, earthwork, importing soil, directional boring and <br /> sleeves, irrigation, soil preparation, soil amendments, fertilizers, headers, mulch, <br /> planting, hydroseed, and 90-day maintenance. <br /> On January 15, 2013, City Council awarded the construction contract to Bortolussi & <br /> Watkin, Inc. in the amount of $291,301. The City Council also authorized the Director of <br /> Community Development to approve and execute required contract change orders to <br /> address unanticipated project conditions for a not-to-exceed amount of$29,130. <br /> DISCUSSION <br /> El Charro Road is the east entrance to the City of Pleasanton and the landscaping <br /> improvements were installed to create an enhanced welcome to the City. To create the <br /> desired appearance, landscaping was installed above the threshold that Caltrans would <br /> maintain, requiring the City to maintain the improvements. It was identified early in the <br /> design that Caltrans would perform little maintenance on any improvements as Caltrans <br /> only has two maintenance staff to maintain the 1-580 & 1-680 corridors in Alameda <br /> County. The improvements were installed under Caltrans encroachment permit 0412- <br /> NLC1939 with the understanding that the City would enter into a landscaping <br /> agreement. <br /> BUDGET <br /> In April of 2013, $16,806 was transferred out of the project budget to reimburse the City <br /> of Livermore for additional landscaping on the El Charro median. In October of 2013, <br /> Council approved a transfer of $5,726 out of the project budget to compensate for a <br /> shortfall in the Staples Ranch: Installation of Traffic Signals at Newton Way, Guzman <br /> Parkway and Trevor Parkway project, CIP No. 115036. Total project expenditures are <br /> $352,156 (see Attachment 1 for a Funding and Expenditure Summary), leaving a <br /> balance of $113,670 remaining, of which staff recommends $88,670 to be immediately <br /> treturned to the Stoneridge Specific Fund balance. Staff is recommending that $25,000 <br /> be retained to be used for miscellaneous improvements to Stoneridge Drive, Staples <br /> Ranch Park, and other miscellaneous improvements as approved by the Council. <br /> Change orders totaling $7,033 were due to removal of a buried concrete slab during <br /> construction and purchase of additional plants. <br /> Page 2 of 3 <br />
