MINUTES <br /> CITY OF PLEASANTON <br /> CITY COUNCIL <br /> September 17, 2013 <br /> Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Councilmember Cook-Kallio <br /> lead the Pledge of Allegiance and provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Absent: None <br /> CLOSED SESSION REPORT <br /> City Attorney Lowell reported that the Council met with legal counsel in Closed Session regarding <br /> anticipated litigation and that reportable action was taken. <br /> AGENDA AMENDMENTS <br /> City Manager Fialho stated that Item 6 was continued to the October 1, 2013 meeting. <br /> Noting the number of speakers present for Item 14, Mayor Thorne moved the item up to the first under <br /> Public Hearings and Other Matters. <br /> CONSENT CALENDAR <br /> Administrative Services <br /> 1. Approved regular meeting minutes August 20, 2013 <br /> City Manager <br /> 2. Approved and authorized the City Manager to execute the assignment and second amendment of <br /> the professional service agreement with the Newpoint Group, Inc. to Crowe Horwath, LLP and <br /> additional services to conduct a refuse and recycling collection rate study in the amount of <br /> $34,700 <br /> Community Development <br /> 3. Actions of the Zoning Administrator and Planning Commission <br /> 4. Wavied second reading and adopted Ordinance No. 2078 approving the application of <br /> Pleasanton Gateway, L.L.C. to construct 210 apartment units, 97 single-family detached units, <br /> and related on- and off-site improvements on an approximately 26.72-acre site located at <br /> 1600 Valley Avenue <br /> 5. Wavied second reading and adopted Ordinance No. 2079 approving a Development Agreement <br /> between the City of Pleasanton and Pleasanton Gateway, L.L.C., as filed under Case P13-1928 <br /> 6. Continued to October 1, 2013 — Public Hearing: Introduction of an Ordinance to amending Title <br /> 20 and relevant sections of the Pleasanton Municipal Code concerning the adoption of the 2013 <br /> Edition of the California Code of Regulations Title 24, including by reference the 2012 <br />
