THE CITY OF _ 15 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONe <br /> July 16, 2013 <br /> Fire <br /> TITLE: APPROVE RESOLUTION TO AUTHORIZE AN ANNUAL APPLICATION <br /> TO CAL RECYCLE FOR PARTICIPATION IN THE USED OIL PAYMENT <br /> PROGRAM <br /> SUMMARY <br /> The California Oil Recycling Enhancement Act mandates the California Department of <br /> Resources Recycling and Recovery to provide monetary support to local governments <br /> for establishing local used oil programs that encourage recycling of used oil. Because <br /> the Used Oil Payment Program is not competitive, local governments need only to <br /> submit a completed application and meet the program's eligibility requirements to <br /> participate in the Program. <br /> Used Oil funds allow the City to assist citizens in properly disposing of used oil and <br /> filters through activities such as establishment of collection facilities and public outreach <br /> and education. This significantly reduces contamination of the environment. <br /> The City of Pleasanton meets the eligibility requirements for the Used Oil Payment <br /> Program. The authorizing resolution is due by July 31 , 2013. Each year the State <br /> establishes the amount of funding available per jurisdiction. The amount varies, to date <br /> we have received approximately $8,000 to $20,000 each year. <br /> The Oil Payment Program provides for a City Council resolution authorizing participation <br /> in the Oil Payment Program until rescinded by City Council. The accompanying <br /> resolution authorizes participation until rescinded by City Council. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the Fire Chief to annually submit an application to the <br /> California Department of Resources Recycling and Recovery for participation in the <br /> Used Oil Payment Program. <br /> FINANCIAL STATEMENT <br /> No net fiscal impact to the City. <br />
