BACKGROUND <br /> In California, consumers purchasing motor oil currently pay a surcharge at the point of <br /> purchase. This mechanism was created to fund a program to help ensure waste oil is <br /> properly managed in California. The major goals of the Used Oil Payment Program are: <br /> 1. Providing the public with convenient collection locations for used oil <br /> 2. Increasing the demand for recycled oil products <br /> 3. Developing methods to motivate the public to recycle their used oil. <br /> The Fire Department uses existing staff, as well as a contractor to staff the Used Oil <br /> program. We regularly visit the California Department of Resources Recycling and <br /> Recovery Certified Use Oil Collection Facilities in Pleasanton to assist them in providing <br /> used oil collection services and to help ensure they are following program guidelines. <br /> We have developed a used oil public outreach program to provide citizens with <br /> information regarding used oil and filter drop point locations, the need to properly <br /> manage waste oil and filters to keep petroleum contaminants out of soil and surface <br /> waters. In addition, we give away free of charge oil funnels and collection containers to <br /> citizens who change their own oil.
