THE CITY OF <br /> L��Sf�NTONm CITY COUNCIL AGENDA REPORT 13 <br /> July 16, 2013 <br /> Fire <br /> TITLE: EXECUTION OF A MEMORANDUM OF UNDERSTANDING AUTHORIZING <br /> THE CITY TO RECEIVE 2012 UASI GRANT FUNDS FROM THE CITY AND <br /> COUNTY OF SAN FRANCISCO <br /> SUMMARY <br /> The Livermore-Pleasanton Fire Department (LPFD) has been awarded an Urban Areas <br /> Security Initiative (UASI) Grant by the U.S. Department of Homeland Security/Federal <br /> Office of Emergency Services, through the California Emergency Management Agency <br /> (CaIEMA). The UASI Grant will reimburse the City for the replacement purchase of a <br /> "Prime Mover"; which is a tow vehicle used to transport the LPFD HazMat Emergency <br /> Response Team trailer. The total reimbursement will not exceed $65,000. <br /> The City and County of San Francisco (CCSF), a municipal corporation, acting by and <br /> through the San Francisco Department of Emergency Management (SFDEM), is the <br /> Fiscal Agent for the UASI Grant Approval Authority, <br /> Grant guidelines require the City and the CCSF to enter into a cooperative agreement, <br /> outlining the responsibilities of both parties. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute a Memorandum of Understanding (MOU) <br /> between the City and the CCSF to receive UASI Grant funds, on a reimbursement <br /> basis, for the purchase of a Prime Mover in support of the LPFD HazMat Emergency <br /> Response Team. <br /> FINANCIAL STATEMENT <br /> The maximum grant reimbursement amount is $65,000. This amount will cover 100% of <br /> the vehicle's cost, excluding tax which is not an allowable reimbursable expense under <br /> the Grant guidelines. <br /> There will be a need to outfit the vehicle with a trailer hitch at an estimated cost of <br /> $10,000. The trailer hitch purchase and installation are aftermarket costs and will not be <br /> part of the reimbursable Grant expenses. Due to the joint response the HazMat <br /> Emergency Response Team provides, this cost will be equally shared between the <br /> cities of Pleasanton and Livermore. <br />
