BACKGROUND In 2012, the LPFD was awarded a State Homeland Security Grant for the purchase of a HazMat trailer to replace the current apparatus supporting the LPFD's HazMat Emergency Response Team. Once the HazMat trailer build is complete, the current HazMat apparatus will be converted for use as a dedicated Air/Light Rehab Unit; saving the department the more costly option of purchasing a new vehicle to serve in this capacity. With the addition of the HazMat trailer to the Emergency Response Fleet, there is a need for a dedicated vehicle to tow the trailer; therefore an application for a UASI Grant to fund the "Prime Mover" was submitted. The LPFD was awarded the grant amount of $65,000 for this purchase. The grant is a reimbursement to the City of Pleasanton, not to exceed $65,000. The LPFD has the specifications completed for a Ford 650 and a quote from the GSA 1122 company of Downtown Ford Sales in Sacramento. As the title holder of the current HazMat Response Unit, the City will also be the UASI Grant recipient, as well as the servicing provider for the new HazMat tow vehicle. Due to the joint response the HazMat Emergency Response Team provides, any costs above the Grant maximum are expected to be shared between the partner cities of Livermore and Pleasanton DISCUSSION Participation in this grant minimizes the City's costs related to purchasing a new Rehab Unit vehicle and provides the necessary apparatus for towing the HazMat trailer. Participation in the UASI Grant is not mandatory and as such, the City Council may elect not to authorize the MOU. If this option is exercised, the LPFD will be required to withdraw from grant participation. Future grant awards may also be negatively affected.
