CITY COUNCIL AGENDA REPORT <br /> pL E ASANTONo <br /> July 16, 2013 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVE AN ON-CALL PROFESSIONAL SERVICES AGREEMENT FOR <br /> TRANSPORTATION STRUCTURE ASSET MANAGEMENT PROGRAM <br /> WITH BIGGS CARDOSA ASSOCIATES INC., STRUCTURAL ENGINEERS <br /> SUMMARY <br /> The City has a need for Transportation Structures Asset Management Program services <br /> for various bridges in the City. City staff advertised to receive Statements of <br /> Qualifications (SOQs) for these specialized services in May 2013. We received and <br /> reviewed two SOQs and invited the most respondent firm for further discussion. Based <br /> on the firms' qualifications, previous experience, and technical competency, staff <br /> recommends that the City Council award a contract to Biggs Cardosa Associates, Inc. of <br /> San Jose. The contract would be for services between July 16, 2013, and June 30, 2016, <br /> for a total, not-to-exceed amount of $750,000. Although the recommended not-to- <br /> exceed amount is $750,000 over three years, there is no guaranteed amount of work, <br /> and there is no guarantee that the $750,000 amount will be expended over the contract <br /> period. Work will be assigned based solely upon recognized need. <br /> RECOMMENDATION <br /> 1. Approve a professional services contract with Biggs Cardosa Associates, Inc., <br /> Structural Engineers to provide on-call Transportation Structures Asset Management <br /> Program services for the total not-to-exceed amount of $750,000 between July 16, <br /> 2013 and June 30, 2016. <br /> 2. Authorize the City Manager to execute the attached contract. <br /> FINANCIAL STATEMENT <br /> Both federal and local funds have been programmed into four bridge-related Capital <br /> Improvement Program (CIP) projects from which funding will be provided for this <br /> contract. <br />
