BACKGROUND <br /> The City has an ongoing need for bridge maintenance professional services. The types <br /> of services needed may include, but are not limited to: inspect local bridges, <br /> recommend maintenance, evaluate safety, prepare contract documents for selected <br /> tasks and apply for federal funds. Since this is a varied and ongoing need, the City has <br /> found the best mechanism to acquire these services is through the use of an "on-call" <br /> contract. <br /> Currently the City has no program to evaluate the condition of the local bridges which <br /> carry vehicular traffic. Considering the safety of the transportation structures, the City <br /> decided to establish a program to maintain all the bridges in the City. Even though <br /> Caltrans inspects some of the bridges bi-annually, the City needs to inspect all other <br /> bridges in the City. Currently the City has approximately 88 bridges of which 23 bridges <br /> are not actively inspected. The selected consultant will establish a Transportation <br /> Structure Asset Management Program for the City as one of the tasks. Funds for <br /> inspection and Asset Management Program creation are included in CIP Nos. 115018 <br /> and 135018, which are both Bi-Annual Bridge Maintenance Program projects. <br /> Recently the City received Federal funds for design and maintenance of eight bridges. <br /> See Attachment 1 for a map of the locations. These funds have been allocated into two <br /> CIP projects: Bridge Improvements at Various Locations (CIP No. 135008) and Bridge <br /> Painting — Bernal Bridge over Arroyo de la Laguna (CIP No. 135025). Federal funding <br /> requires a matching City contribution which has also been programmed into these CIPs. <br /> The first project will include applying methacrylate deck treatment and joint seal <br /> replacement for seven bridges. The second project involves painting the steel members <br /> of the Bernal Bridge. Design and construction support for these two projects are part of <br /> the on-call services included in this contract. <br /> To ensure these types of services are readily available when needed, staff advertised a <br /> Request for Qualifications (RFQ) package in May 2013. The RFQ described the type of <br /> work needed, indicated that the City would be seeking one or more firms to perform the <br /> work, and indicated the intention to enter into a three-year "on-call" contract with work <br /> assigned if/when needed. <br /> DISCUSSION <br /> Two structural engineering firms submitted SOQs in response to the request. The City's <br /> engineering staff reviewed the SOQs and invited the responsive firm for further <br /> discussion. Biggs Cardosa Associates has previous work experience with the City and <br /> staff believes this firm is qualified to provide the required services for FY 2013-2016. <br /> Funding for this project will be provided from four bridge-related CIP projects that <br /> Council has approved as part of the Capital Improvement Program. When a service is <br /> needed for a project, the Biggs Cardosa Associates will be requested to submit a <br /> detailed proposal defining the scope of work for the particular project and the fee <br /> required to complete the task. <br /> Page 2 of 3 <br />
