THE CITY OF 8
CITY COUNCIL AGENDA REPORT j.J(
pL£ASANTON®
May 7, 2013
Community Services
TITLE: ADOPT A RESOLUTION AUTHORIZING SUBMITTAL OF AN
APPLICATION FOR (TDA) FY14 TRANSPORTATION DEVELOPMENT ACT
ARTICLE 4.5 FUNDS AND ALAMEDA COUNTY MEASURE B FUNDS FOR
THE PLEASANTON PARATRANSIT SERVICE
SUMMARY
The Transportation Development Act (TDA) provides for the disbursement of
transportation funds through the Metropolitan Transportation Commission (MTC) for
community transit services. Funding is allocated from TDA Article 4.5 and Alameda
County Measure B (dedicated sales tax) funds. Eligible agencies are required to file
annual applications for allocation with the MTC and the Alameda County Transportation
Commission (Alameda CTC). For FY14, the City's projected allocation is $152,049
($60,135 TDA; $91,914 Measure B). These funds will be used to offset the proposed
FY14 Paratransit Door-to-Door program cost of $551,599. Staff also submitted an
Alameda CTC Cycle 5 Gap Grant application for $85,544 to continue funding the
Downtown Route Shuttle (DTR) for FY14 and FY15.
RECOMMENDATION
That the City Council adopt a resolution authorizing the Director of Community Services
to submit an application for the FY14 TDA Article 4.5 funds from the MTC and Alameda
County Measure B Funds from the Alameda CTC.
FINANCIAL STATEMENT
The total cost of the City's Paratransit Door-to-Door program is $551,599. Should the
City receive both TDA Article 4.5 ($60,135) and Measure B ($91,914) funds for FY14, it
would reduce the City's contribution from the General Fund. The total General Fund
subsidy for the Paratransit Program (Door to Door Service and Downtown Route) is
estimated to be $374,417 for FY14, which includes $7,867 in costs for the Downtown
Route program and $33,000 in fare box receipts.
