BACKGROUND <br /> The City of Pleasanton operates the Pleasanton Paratransit Door-to-Door Service, <br /> which provides transportation to Pleasanton/Sunol residents 70 years or older, and to <br /> disabled residents 18 years of age or older. The proposed FY14 operating budget is <br /> $551,599. Funding for FY14 is anticipated to include $60,135 from MTC 4.5, $91,914 <br /> from Alameda County Transportation Commission, $33,000 in fare box receipts, and <br /> $366,550 from the City's General Fund. <br /> The MTC has established an application and funding formula for the distribution of MTC <br /> TDA 4.5 funds. Claims are reviewed by MTC and forwarded to the Alameda County <br /> Board of Supervisors for consideration and approval. The City of Pleasanton's MTC 4.5 <br /> application for FY14 is for $60,135. <br /> The Alameda CTC has established a similar funding formula for the distribution of <br /> Measure B (dedicated sales tax) funds to provide special transportation for seniors and <br /> persons with disabilities. Each eligible agency must submit an application, including an <br /> eligibility statement and required Board/Council Resolution, which is reviewed by <br /> Alameda CTC. Funding recommendations are then forwarded to the Paratransit <br /> Advisory Planning Committee (PAPCO) for consideration, and on to the Alameda CTC <br /> Board of Directors for final approval. The City of Pleasanton's Measure B application for <br /> FY14 is for $91,914. <br /> DISCUSSION <br /> Pleasanton Paratransit Services will continue to operate its Door-to Door program and <br /> collaborate with other regional transportation including Livermore Amador Valley Transit <br /> Authority (LAVTA) and Senior Support Program of the Tri-Valley to improve mobility <br /> management throughout the Tri-Valley. Some program changes one enhancements <br /> that are planned for FY14 include streamlining services and eliminating service on <br /> Saturdays in order to better serve clients during peak days/times, i.e., weekdays from <br /> 10:00 am - 2:00 pm. <br /> Staff has also submitted an Alameda CTC Cycle 5 Gap Grant Application for $85,544 for <br /> FY14 and FY15 to continue funding the Downtown Route Shuttle (DTR). The Alameda <br /> CTC Gap Grant covers approximately 80% of the total operating costs of the DTR. <br /> Alameda Gap Grant funding is a competitive process with final funding notification <br /> expected in May 2013. Should the City be awarded Alameda CTC Cycle 5 Gap Grant, <br /> it would allow the Downtown Route Service to continue operations and provide low cost, <br /> same-day service to the major senior housing complexes as well as local shopping <br /> hubs and medical offices. <br /> An addition to the DTR Gap Grant proposal is the "Transfer Free Program". The <br /> "Transfer Free Program" is a reciprocal transportation program between the City of <br /> Pleasanton and the Livermore Transit Authority (LAVTA). It allows the City's Paratransit <br /> Service (PPS) riders to a free transfer to a "Wheels" fixed route buses, and in turn, <br /> "Wheels Senior" and "Americans with Disabilities Act" (ADA) riders may transfer to the <br /> City's DTR Shuttle for free. This program demonstrates the City of F'leasanton's and <br /> the Livermore Amador Valley Transit Authority's (LAVTA) efforts towards strengthening <br /> mobility coordination and expansion of services within the Tri-Valley area. <br /> Page 2 of 3 <br />
