CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1023 <br /> <br /> AN ORDINANCE ADOPTING A REVISED GROWTH MANAGEMENT <br /> PROGRAM BY AMENDING IN ITS ENTIRETY CHAPTER 13 <br /> (RESIDENTIAL ALLOCATION PROGRAM) OF TITLE II OF <br /> THE ORDINANCE CODE OF THE CITY OF PLEASANTON <br />THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY <br />ORDAIN AS FOLLOWS: <br />Section 1: Chapter 13 (Residential Allocation Program) of <br /> Title II (Zoning and Development) of the Ordinance <br /> Code of the City of Pleasanton is hereby amended <br /> in its entirety to read as follows: <br /> <br /> Chapter 13 <br /> <br /> GROWTH MANAGEMENT PROGRAM <br /> <br /> Section 2-20.01. Purpose. The City of Pleasanton has <br />undergone a variety of transformations in the past decade <br />which have affected the growth patterns, housing supply and <br />availability of municipal services. Prior to the mid-1960's <br />Pleasanton was a rural community with primary emphasis upon <br />agricultural activities. During the period 1963 to 1971 the <br />community experienced an unprecedented growth due to the <br />transition of agricultural properties into housing subdivisions; <br />the community was one of the fastest growing communities in <br />the State during the 1960's. Subsequent to 1971, the rate <br />of growth has diminished perceptively due to more stringent <br />sewage discharge standards, air quality concerns, cease and <br />desist orders affecting sewage connections, fluctuations in <br />the economy, litigation and similar problems affecting <br />development. <br /> <br /> In response to past development practices and as a <br /> result of the findings set forth herein, this ordinance sets <br /> forth a method for regulating residential development in the <br /> best interests of the property owner, the developer and the <br /> citizens of Pleasanton. This ordinance will regulate the <br /> number of residential units available for development annually, <br /> it will establish a method for dispensing said units, and it <br /> will assist the City Council, Planning Commission and City <br /> staff in implementing the goals and policies of the City's <br /> general plan. In addition, this ordinance will provide <br /> direction to landowners and developers as to the City's <br /> intentions regarding residential development so that a more <br /> definitive assessment of the development potential of the <br /> property can be undertaken by the landowner and developer. <br /> <br /> <br />
