This ordinance is an amendment to the former Chapter <br />13, Residential Allocation Program, adopted on March 13, <br />1978. Significant changes in the growth management process <br />have been made to simplify the procedures for receiving <br />development approval and to reduce the adverse impacts of <br />the former Residential Allocation Program in the production <br />of affordable housing while minimizing the effects of <br />unrestrained residential growth. <br /> <br /> This ordinance does not apply to commercial/industrial <br />developments. The growth which has occurred in the City in <br />the past has been heavily in favor of residential development. <br />In order to encourage commercial/industrial uses which will <br />assist in employing residents of Pleasanton and help decrease <br />dependency upon commuting to the Hayward-Oakland area for <br />employment, the City Council does not wish to limit the <br />number of commercial/industrial connections which will be <br />available annually. <br /> <br /> Section 2-20.02. Objectives. The protection of the <br />public health, safety and general welfare requires the <br />establishment of a Growth Management Program to accomplish <br />the following: <br /> <br /> (a) Provide for a mechanism to phase growth over <br />the period of the City's 1976-1996 General Plan. -- <br /> <br /> (b) Provide for the annual construction of <br />residential units in accordance with the population bench- <br />marks of the General Plan. <br /> <br /> (c) Facilitate and implement the realization of <br />General Plan goals which cannot be accomplished by zoning <br />alone, including the goals of the housing element. <br /> <br /> (d) Provide significant incentives to developers <br />to include subsidized housing in their undertakings or <br />provide financial assistance to accomplish this goal. <br /> <br /> (e) Encourage developers to provide affordable <br />housing. <br /> <br /> (f) Insure that capital improvements identified <br />in the General Plan and requried to adequately serve the <br />area to be developed are provided in whole or in part. <br /> <br /> (g) Allow for the orderly satisfaction of claims <br />for development of projects party to annexation and settlement <br />agreements, many of which have made substantial commitments <br />toward development in Pleasanton, while making provision for <br />development of projects throughout the city. <br /> <br /> <br />
