JOINT MEETING <br /> ft6CSNTON UNIFIED SCHOOL DISTRICT <br /> January 28, 2013 <br /> TITLE: EAST PLEASANTON SPECIFIC PLAN <br /> RECOMMENDATION <br /> This is an informational report. No action is required. <br /> SUMMARY <br /> In August 2012, the East Pleasanton Specific Plan Task Force started work. Since that <br /> time it has discussed several background and informational reports and recently <br /> submitted a draft working Vision Statement for the City Council's consideration. The <br /> Task Force is about to start drafting land use and circulation options that will be <br /> analyzed and refined over the next several months. Following the completion and <br /> review of a Draft Environmental Impact Report and additional public input, adoption of <br /> an East Pleasanton Specific Plan is anticipated in 2014. <br /> BACKGROUND <br /> The preparation of an East Pleasanton Specific Plan is called for in the City's General <br /> Plan. In May 2012 the City Council approved the formation of an 18-member East <br /> Pleasanton Specific Plan Task Force, which has met five times since August 2012. <br /> Following an orientation meeting, the Task Force has focused on learning about the <br /> East Pleasanton area with a field trip, discussions of opportunities and constraints, and <br /> reports on traffic conditions, an economic and market assessment of the area, and an <br /> environmental baseline report. During the last three Task Force meetings, the group <br /> has also focused on creating a Working Draft Vision that will be used to guide the <br /> preparation of the East Pleasanton Specific Plan (Attachment 1). <br /> DISCUSSION <br /> The preparation of the East Pleasanton Specific Plan will generally follow these steps: <br /> • Background information gathering <br /> • Opportunities and constraints analysis <br /> • Decide on major objectives or vision statement <br /> • Draft a range of options (land use and circulation plans) for development and <br /> conservation <br /> • Test options against how they meet objectives (traffic analysis, fiscal analysis, <br /> sustainability, etc.) <br /> • Revise options and recommend a preferred plan <br /> • Preparation of draft Specific Plan and EIR documents <br /> • Additional public review and City Council action <br />
