THE CITY OF 11 <br /> al II CITY COUNCIL AGENDA REPORT <br /> pL EASANTONo <br /> September 18, 2012 <br /> Community Services Department <br /> TITLE: APPROVE THE DRAFT SCHEMATIC PLAN FOR BERNAL <br /> COMMUNITY PARK, PHASE II <br /> SUMMARY <br /> Although the Draft Schematic Plan was initially approved by the Parks and Recreation <br /> Commission in 2009, the project was put on hold due to the economy. Recently staff <br /> was requested to re-visit the project and continue the design planning prccess. <br /> Following the Parks and Recreation Commission's review in early 20C9, and again in <br /> 2011, the design consultant, Harris Design, met with staff to incorporate the <br /> Commission's feedback and update the Plan. Earlier in the design period, meetings <br /> were held with the various sports groups that will ultimately use the facilities, to ensure <br /> that their input was also reflected in the Plan. <br /> On August 23, 2012, the Parks and Recreation Commission approved the Plan and <br /> requested that it be forwarded to the City Council for their review and consideration. The <br /> revised Draft Schematic Plan that is being presented to the Council at tonight's meeting <br /> represents the best thinking of the consultant, staff, and stakeholders. <br /> PARKS AND RECREATION COMMISSION RECOMMENDATION <br /> That the City Council approve the Draft Schematic Plan for Phase II of Bernal <br /> Community Park. <br /> RECOMMENDATION <br /> 1. Approve the Draft Schematic Plan for Phase II of Bernal Community Park; <br /> 2. Authorize Harris Design to continue with development of the park plans as <br /> required to continue park design and conduct a public construction bid for the <br /> project <br /> 3. Approve the preliminary financing plan including the transfer of $1 million from <br /> project fund 98509 to the Bernal Community Park Reserve (017045) <br /> 4. Authorize staff to work with the local sports groups to further develop a financial <br /> plan that involves formation of a 501 "(c) (3) non-profit organization as a vehicle <br /> to coordinate public fund raising for park development. <br />
