THE CITY OF 10 -- t°' ° °• "' CITY COUNCIL AGENDA REPORT pL£ASANTONo July 19, 2011 Community Development Engineering Division TITLE: ADOPT A RESOLUTION GRANTING UTILITY EASEMENTS TO DSRSD, PG&E AND AT&T TO INSTALL UNDERGROUND UTILITY LINES IN PORTIONS OF THE PARKING LOT AT VAL VISTA PARK, AND DIRECTING THE EXECUTION OF A RELATED COST ALLOCATION AGREEMENT WITH DSRSD SUMMARY The Dublin San Ramon Services District (DSRSD) has been undertaking improvements to its Wastewater Treatment Plant on Johnson Drive in Pleasanton. As part of this work, DSRSD wanted to underground overhead PG&E and AT&T utility lines to improve aesthetics and reliability. However, DSRSD's "wet" operations do not leave sufficient space for "dry" utilities to be undergrounded on the DSRSD site. Therefore, DSRSD, PG&E and AT&T desire easements from the City which allow these utility companies to place portions of their utility lines underground in the City's adjacent parking lot at Val Vista Park. City staff determined that this creates no conflict with the public's use of the parking lot; and a related agreement with DSRSD is proposed to ensure that DSRSD will pay for any required future relocation of these utility easements. RECOMMENDATION Adopt the attached resolution granting the easements, and authorize the City Manager to execute the related agreement with DSRSD. FINANCIAL STATEMENT The adoption of the resolution has no direct cost to the City. The related agreement with DSRSD would ensure that the City would not have to expend any funds if the easements and underground lines need to be relocated in the future for any City public project.
