BACKGROUND <br /> The Dublin San Ramon Services District (DSRSD) operates a Wastewater Treatment <br /> Plant at Johnson Drive and Stoneridge Drive in Pleasanton. DSRSD has been <br /> undertaking improvements at this plant, which includes PG&E and AT&T <br /> undergrounding utility lines to both improve aesthetics, as well as increase reliability of <br /> power service and communications. <br /> As part of DSRSD's improvement project, City staff provided a temporary right of entry <br /> to allow DSRSD and its contractors the ability to enter onto part of the adjacent parking <br /> lot at Val Vista Park in order to complete work along the shared property line. As <br /> DSRSD's improvement project continued, PG&E and AT&T advised DSRSD that their <br /> utility lines could not be undergrounded on DSRSD's property. PG&E and AT&T noted <br /> that there were too many conflicts with DSRSD's "wet" operation pipes criss-crossing <br /> the treatment plant site, arid the minimum space separations with the "dry" electrical <br /> and telephone lines could not be achieved. Similarly, DSRSD's own conduits with <br /> DSRSD's utility lines also needed to be moved off of the DSRSD property. <br /> DSRSD, PG&E and AT&T then consulted with City staff about undergrounding the <br /> electrical, phone, and DSRSD utility lines within portions of Johnson Drive and the <br /> parking lot at Val Vista Park. City staff determined that this would not create any <br /> conflicts with the use of the parking lot, and would improve aesthetics at the park. <br /> Because the DSRSD improvement project was already underway, City staff agreed to <br /> allow the undergrounding to occur (so as not to delay the overall DSRSD project) and <br /> this item before the City Council is to formalize easements for utilities which have <br /> already been undergrounded in the parking lot. <br /> DISCUSSION <br /> The City has existing franchise agreements with PG&E and AT&T. Under the terms of <br /> these franchise agreements, PG&E and AT&T are allowed to place their utility lines <br /> within the public right-of-way, so long as they comply with City construction standards. <br /> In this situation, PG&E and AT&T have undergrounded electrical and telephone lines <br /> within portions of the parking lot at Val Vista Park. The parking lot is property owned by <br /> the City, but not technically a public right-of-way subject to the franchise agreements. <br /> Therefore, PG&E and AT&T require easements from the City specifically allowing their <br /> utility lines to be located underground in the Val Vista Park parking lot. The necessary <br /> easements are attached to the proposed resolution (see Attachment 1). In addition, <br /> DSRSD has a conduit leaving the large PG&E utility box near the fence separating <br /> DSRSD's property from Val Vista Park; therefore DSRSD has requested an easement, <br /> as shown in Exhibit A to the resolution (Attachment 1), for maintaining the conduit in a <br /> small portion of the Val Vista Park landscaping and parking lot. <br /> Page 2 of 3 <br />
