CITY COUNCIL AUTHORIZATION TO <br /> SUBMIT THE DRAFT HOUSING ELEMENT (INCLUDING A LIST OF <br /> POTENTIAL SITES TO REZONE FOR MULTIFAMILY HOUSING) TO THE <br /> CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY <br /> DEVELOPMENT (HCD) <br /> SUMMARY <br /> At its last meeting on June 1, 2011, the Housing Element Task Force forwarded a list of <br /> potential sites for multifamily rezoning and a Preliminary Draft Housing Element <br /> (including goals, policies and programs) to the City Council for its consideration. These <br /> recommendations were reviewed and discussed by the Housing Commission on June 15 <br /> and the Planning Commission on June 22. Staff is now seeking the City Council's <br /> authorization to submit the Draft Housing Element to the California Department of <br /> Housing and Community Development (HCD) for its 60-day review. City Council action <br /> to adopt the Housing Element (and to rezone sites to allow for multifamily residential <br /> development) will occur after consideration of the Environmental Impact Report (now in <br /> preparation), consideration of comments from HCD, and additional public input. <br /> HOUSING COMMISSION ACTION <br /> The Housing Commission reviewed the Preliminary Draft Housing Element Goals, <br /> Policies and Programs, the Preliminary Draft Housing Element Background Report, and <br /> the potential sites for rezoning at its meeting on June 15, 2011. By a vote of 6 to 0, the <br /> Housing Commission recommended approval of the draft subject to the following <br /> modifications/direction related to the Preliminary Draft Housing Element Goals, Policies <br /> and Programs: <br /> 1. Incorporate Housing Element Task Force Member David Stark's suggested edits <br /> into the Preliminary Draft Housing Element Goals, Policies and Programs. <br /> 2. Incorporate edits suggested in the letter received from Becky Dennis and Citizens <br /> for a Caring Community (CCC) as they related to Goal 5, former program 44.4 <br /> (now program 38.3), and a new program (program 15.3). <br /> 3. Forward the CCC's other suggested edits to the City's Growth Management Sub- <br /> Committee. <br /> 4. Staff to modify policy 26 to clarify its intent. <br />
