THE CITY OF 08 FSEASANTONO CITY COUNCIL AGENDA REPORT May 17, 2011 Police TITLE: TRANSFER OF OWNERSHIP OF POLICE CANINE "KAIJ" TO OFFICER DAVE BATOY SUMMARY Police Service Canine Kaij is 7 years old and is no longer capable of carrying out his assignment due to musculoskeletal decline and degenerative osteoarthritis. These ailments are causing pain in his hips and make him prone to sprain/strain in addition to other injuries. His current condition requires that he retire from service with the Pleasanton Police Department as prescribed by the cities authorized veterinarian. RECOMMENDATION In keeping with past practice, it is recommended that ownership and responsibility of Kaij be transferred to his long time partner and handler Officer Dave Batoy for one dollar. Additionally, as in previous examples of police canine retirements, a medical insurance plan be provided by the City of Pleasanton for a period of three years as a means of mitigating post retirement medical costs associated with serving the community. However, due to the pre-existing nature of Kaij's injuries, a medical insurance plan will not effectively serve Officer Batoy with post retirement medical costs. It is therefore recommended that the City of Pleasanton offer a comparable compromise. The City of Pleasanton agrees to pay the first $600.00 of medical care associated with Kaij's pre-existing medical conditions at the city approved veterinarian for the next three calendar years. FINANCIAL STATEMENT The fiscal impact associated with the recommendations will include mitigating the post retirement medical costs associated with Kaij's pre-existing medical conditions. This benefit will include the remainder of 2011 calendar year and continue through December of 2013. The fiscal impact will not exceed $1,800.00 and could be less depending on the life span of Kaij. Traditionally, Police Service Canines life expectancy following retirement is two to three years.
