PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-2002-23 <br />RESOLUTION MAKING RECOMMENDATIONS REGARDING THE WEST <br />LAS POSITAS COMMUNITY ADVISORY COMMITTEE REPORT <br />WHEREAS, the West Las Positas Community Advisory Committee has prepared the <br />West Las Positas Interchange Alternative Study Final Summary Report; <br />and <br />WHEREAS, at its duly noticed public hearing of Apri19, 2002, the Planning <br />Commission considered the Advisory Committee report, the Advisory <br />Committee minority report, all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning the West Las Positas <br />Interchange Alternative Study Final Summary Report; and <br />WHEREAS, the Planning Commission made a recommendation to the City Council <br />regazding the West Las Positas Interchange Alternative Study. <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON RESOLVES THE FOLLOWING: <br />Section 1. Recommends to the City Council that: <br />(1) the City begin the process of prepazing the Project Report and <br />Environmental Documents necessary to construct either the West Las <br />Positas interchange at I-680 or the alternative projects identified by the <br />Advisory Committee to mitigate degrading levels of service caused by <br />ongoing development and regional traffic circulation patterns. Special <br />emphasis should be made when preparing the request for proposals and <br />the study budget for extensive supporting studies and public outreach <br />programs throughout the study process as recommended by the Advisory <br />Committee; <br />(2) the final decision to build either the interchange or alternative mitigation <br />projects be made after the Project Report and Environmental Documents <br />are completed; <br />(3) any recommendation to immediately proceed with the construction of <br />additional mitigation measures not currently in design or under <br />construction be deferred until the new 2001 Baseline Traffic Report is <br />completed and presented to the Planning Commission; <br />
