THE CITY OF O5 <br /> rr <br /> pLE ASANTONo CITY COUNCIL AGENDA REPORT <br /> October 5, 2010 <br /> Community Development <br /> Engineering Division <br /> TITLE: ADOPT A RESOLUTION INITIATING REORGANIZATION /ANNEXATION <br /> PROCEEDINGS FOR THE STAPLES RANCH AREA <br /> SUMMARY <br /> The Stoneridge Drive Specific Plan Amendment/Staples Ranch Project and <br /> environmental /planning documents related to the Staples Ranch development were <br /> recently approved by the City Council and as a result, the City is proceeding with <br /> reorganization (i.e. annexation) of the Staples Ranch site. <br /> The reorganization will involve not only Alameda County but the City of Livermore <br /> because a small piece of property within its City limits along the eastern edge of El <br /> Charro Road near the 1 -580 EB on -ramp will be detached from Livermore and annexed <br /> to Pleasanton to establish a clearly defined Pleasanton City boundary at the back of <br /> curb along El Charro Road. Conversely, a similar sized piece of property in <br /> Pleasanton's sphere of influence will be annexed by Livermore. Jurisdictions and <br /> agencies involved, including the City of Livermore, Alameda County Surplus Property <br /> Authority, and Local Agency Formation Commission (LAFCo) of Alameda County have <br /> agreed that the annexation will occur with one reorganization application submitted <br /> jointly by the City of Pleasanton and Livermore, with Pleasanton acting as the lead <br /> agency. Overall, this process will consist of a number of actions to be considered by <br /> LAFCo such as, annexation, detachments, and Sphere of Influence amendments for <br /> both City of Pleasanton and City of Livermore. One of the first steps in this process is <br /> adoption of a resolution that requests LAFCo initiate the proposed reorganization. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing application to LAFCo for Reorganization No. 149 (Staples <br /> Ranch) consisting of annexation of approximately 162 acres to the City of Pleasanton; <br /> detachment from the Fire District, Library District, and Livermore Area Recreational and <br /> Park District; and amendment of the City's sphere of influence to coincide with the <br /> proposed boundaries. <br /> FINANCIAL STATEMENT <br /> There will be nominal costs associated with the annexation along with routine <br /> maintenance when this parcel is within the City of Pleasanton. <br />
