BACKGROUND <br /> In 1989 the City approved the Stoneridge Drive Specific Plan which contemplated <br /> development with residences, school, parks, public /institutional and commercial /light <br /> industrial uses of a 293 -acre area in the northeast corner of the City. Approximately 196 <br /> acres of the Specific Plan area was unincorporated at the time. In 1990 the City <br /> annexed approximately 27 acres of this land which was developed as a residential <br /> project. Since then, the remaining Specific Plan Area has remained in unincorporated <br /> Alameda County and is undeveloped. <br /> Recently the Environmental Impact Report, Specific Plan Amendment, and <br /> Rezoning /Prezoning were approved for the remaining Stoneridge Drive Specific Plan <br /> Area. At this time, the City is ready to proceed with the annexation of this area. Staff <br /> has met with Alameda County Surplus Property Authority, City of Livermore, and LAFCo <br /> to discuss the process and steps necessary to complete this reorganization. LAFCo staff <br /> has suggested the City of Pleasanton and the City of Livermore submit jointly as one <br /> LAFCo application with the City of Pleasanton being the lead applicant. This appears to <br /> be a logical approach since the Sphere of Influence for both cities will need to be <br /> amended at the same time in order to coincide with the proposed boundaries. <br /> This application will consist of a number of actions to be considered by LAFCo, therefore <br /> this application is considered a reorganization rather than only an annexation. Listed <br /> below are the actions to be considered by LAFCo: <br /> 1. Approximately 162.62 acres to be annexed to the City of Pleasanton (See <br /> Attachment 2, Exhibit A); <br /> 2. Approximately 0.13 acres to be annexed to the City of Livermore by the eastern <br /> side of El Charro Road north of Jack London Boulevard; <br /> 3. Approximately 0.12 acres to be detached from the City of Livermore and <br /> annexed into Pleasanton on El Charro Road near the eastbound 1 -580 on -ramp, <br /> adjacent to the Caltrans right of way; <br /> 4. Detachment from the Fire District, Library District, and Livermore Area <br /> Recreational and Park District for the area proposed for annexation to the City of <br /> Pleasanton; <br /> 5. Amendment to the Sphere of Influence for both the City of Pleasanton and the <br /> City of Livermore to coincide with the proposed boundary by the eastern side of <br /> El Charro Road. <br /> The City of Livermore will adopt a resolution for this LAFCo application along with a <br /> property tax share agreement with the County. <br /> DISCUSSION <br /> Environmental Assessment/Prezoninq <br /> On August 24, 2010, an Environmental Impact Report was certified for the Stoneridge <br /> Drive Specific Plan Amendment/Staples Ranch project. <br /> The project site is in unincorporated Alameda County and is currently zoned Agriculture <br /> by Alameda County. The City of Pleasanton adopted Ordinance 2006 prezoning the <br /> Page 2 of 3 <br />
