WILLIAM AND LYDIA YEE CONSIDER AN <br /> APPLICATION FOR A PUD MAJOR MODIFICATION TO ALLOW FOUR <br /> LOTS ON AN APPROXIMATELY 29.8 -ACRE SITE, DESIGN <br /> GUIDELINES, AND OFF -SITE CONSTRUCTION AT 4100 FOOTHILL <br /> ROAD. <br /> SUMMARY <br /> This is the revised application by Dr. William and Lydia Yee for a PUD major modification <br /> to reduce the density from the 14 lots of the previous approval to the 4 lots of the present <br /> proposal on their 29.8 -acre property located at 4100 Foothill Road. The revised proposal <br /> implements the Pleasanton General Plan and the Foothill Road Corridor Overlay District; <br /> restricts new home construction to designated envelope areas totaling 2.49 acres; limits <br /> potential tree impacts to 67 trees; constructs portions of the bicycle lane on the west side <br /> of Foothill Road; preserves the existing drainage channel and trees by the project's <br /> entrance; includes design guidelines that base building form on topography; removes a <br /> previously proposed lot from a highly visible portion of the property facing Foothill Road; <br /> achieves a minimum 100 LEED green building points for each building /lot; includes <br /> environmental mitigation measures; and includes wildland fire management measures <br /> that will preserve existing trees. Environmental review was completed with an Initial <br /> Study /Mitigated Negative Declaration that has completed its 30 -day State Clearinghouse <br /> Review. <br /> PLANNING COMMISSION ACTION <br /> On April 28, 2010, the Planning Commission, on a 5 -0 vote, recommended approving the <br /> proposed modification subject to the conditions of approval (Attachment 1). <br /> FINANCIAL STATEMENT <br /> The applicant will pay all required building permit and development fees including the <br /> residential school impact and regional traffic impact fees; will pay in -lieu park dedication <br /> fee; will pay property taxes; and will re- construct the driveway accesses to the site. <br /> RECOMMENDATION <br /> Staff recommends the City Council make the PUD development plan findings in <br /> Attachment 9, adopt the draft resolution approving the Initial Study /Mitigated Negative <br /> Declaration in Attachment 3, and introduce the ordinance approving Case PUD- 87 -19 -3M <br /> subject to the draft conditions of approval in Attachment 1. <br />
