8 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON® <br /> June 16, 2009 <br /> Livermore Pleasanton Fire <br /> TITLE: EXECUTION OF A MEMORANDUM OF UNDERSTANDING AUTHORIZING <br /> THE CITY TO MANAGE ACTIVITIES FOR ITS REGIONAL PARTNERS AS <br /> THE LEAD AGENCY FOR THE ASSISTANCE TO FIREFIGHTERS <br /> REGIONAL GRANT <br /> SUMMARY <br /> The Livermore Pleasanton Fire Department (LPFD) has been awarded an Assistance to <br /> Firefighters Regional Grant (AFG), by the U.S. Department of Homeland <br /> Security /Federal Office of Emergency Services, to strengthen interoperability <br /> communications by providing funding for it and its regional partners that will offset the <br /> cost of purchasing mobile radio equipment capable of interoperability. The LPFDs <br /> regional partners for this AFG award include the Alameda County Fire Department <br /> (ACFD) and the cities of Livermore, Alameda, Fremont, Newark, and Union City <br /> (Regional Partners). <br /> A condition of the regional grant is to develop a cooperative agreement establishing the <br /> roles and responsibilities of all Regional Partners and the grant's financial administrator. <br /> To meet this requirement, the Regional Partners have drafted a Memorandum of <br /> Understanding (Attachment 1), which is recommended for City Council approval. <br /> Because the City is the financial administrator for the LPFD, it will assume the role of <br /> grant financial administrator and the LPFD will manage all grant related activities, <br /> including coordinating with the City Finance Department to receive and disburse federal <br /> funds and collecting the required match funds from the Regional Partners. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute the Memorandum of Understanding between the <br /> City and its Regional Partners for the management of all activities related to the AFG. <br /> FINANCIAL STATEMENT <br /> The total grant amount is $464,346. The grant will pay for 80% of the project costs and <br /> the Regional Partners will pay for the remaining 20 The LPFD's estimated match is <br /> $13,097 and will be split equally between Pleasanton and Livermore. <br />
