CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 1508 <br /> <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br /> PT~ASANTON ADDING CHAPTER 9.30, "WATER CONSERVATION PLANw <br /> TO THE PT~ASANTON MUNICIPAL CODE, REGULATING AND <br /> PROHIBITING CERTAIN USES OF WATER, PRESCRIBING PENALTIES <br /> FOR NON-COMPLIANCE, ESTABLISHING AN AIkIUSTMENT PROCEDURE <br /> AND DECLARING THE PRESENCE OF AN EMRRGENCY AND DECLARING <br /> THE URGENCY TwRREOF <br /> <br />THE CITY COUNCIL OF THE CITY OF PT2ASANTON MAKES THE FOLLOWING FINDINGS: <br /> <br />WHEREAS, water is a finite resource that should not be wasted; and <br /> <br />WHEREAS, a water shortage emergency exists throughout the State of <br /> California because of a prolonged drought; and <br /> <br />WHEREAS, it is imperative to the public welfare that those uses of <br /> water which constitute waste or abuse of the resource be <br /> prohibited; and <br /> <br />WHEREAS, it is necessary to conserve the water supply of the City of <br /> Pleasanton for the greatest public benefit and to discourage <br /> wasteful and unproductive uses of water; and <br /> <br />WHEREAS, Zone 7 of the Alameda County Flood Control and Water <br /> Conservation District (hereinafter Zone 7) is the wholesaler <br /> of all treated surface water delivered within the Livermore- <br /> Amador Valley, the majority of which water is imported from <br /> the State Water Project, operated by the State Department of <br /> Water Resources; and <br /> <br />WHEREAS, the City of Pleasanton is a water retailer providing water <br /> service to persons, firms, partnerships, associations, <br /> corporations, and political entities within Pleasanton and <br /> surrounding areas, all within Alameda County, California; and <br /> <br />WHEREAS, by contract, the City of Pleasanton depends upon Zone 7 to <br /> supply approximately 75% of the water the City sells, with the <br /> remaining 25% of the City's water supply coming from local <br /> groundwater pumped by City owned wells; and <br /> <br />WHEREAS, due to the current drought conditions, Zone 7 expects to <br /> receive as much as a 90% reduction in the water supply from <br /> the State Department of Water Resources; and <br /> <br /> 1 <br /> <br /> <br />
